Research On Regulation Of International Shipping And Auxiliary Industry In Ningbo

With the deepening development of Chinese reform and opening and joining the World Trade Organization,our country’s maritime and auxiliary industry development are more and more infected by the world economic development environment and market environment,as well as the international maritime and auxiliary industry in Ningbo.During recent years,the shipping industry is in the trough period,the market competition environment is increasingly fierce in Ningbo international maritime and auxiliary industry.In this environment,the enterprise development in this fierce competition is uneven,also development problem has become increasingly prominent,while the market failure is emerging,under this condition,government supervision is needed.At the same time,the amendments to the Maritime Regulations and the Implementing Rules also require government departments to attach importance to the regulation of international maritime and auxiliary industries.Based on the theory of responsive regulation,this paper not only regards the government departments as the main body of supervision,but also brings the non-government departments,including industry associations,enterprises themselves and third parties into the main body of supervision.This paper using the methods of literature research,interview research and inductive analysis to study.On the basis of comprehensive understanding of the development of Ningbo international maritime and auxiliary industry,this paper focuses on the analysis of the status quo and existing problems of the international maritime and auxiliary industry,and selects the container truck quantity supervision as the case,finally combined with the content of responsive regulation theory to propose the policy recommendations in favor of Ningbo international maritime and auxiliary industry.The study of this paper provides a new perspective on the development of Ningbo’s international maritime and auxiliary industry in the new situation,that is,not only from the government supervision,but also to strengthen the regulatory capacity of other non-governmental organizations which can stimulate and nurture the body ’s subject consciousness and the ability of self-supervision of non-government,which provides a theoretical reference for the supervision practice of government departments.
