The Research On The Impact Of Trade Facilitation On Agricultural Trade About CHINA-ASEAN

China and the ASEAN countries are developing countries,and agriculture in their respective national economies are occupying a very important position.Since the beginning of the construction of the CAFTA in 2003,agriculture has been listed as one of the top five economic and trade cooperation projects between the two countries.The bilateral trade in agricultural products has grown rapidly.In 2015,China-ASEAN Free Trade Area was fully completed,agricultural tariff cuts basically completed.It is almost impossible to maintain the rapid growth of bilateral agricultural products trade by reducing tariffs.At the same time,there are many trade inconveniences between China and ASEAN,such as poor customs clearance and imperfect infrastructure.Therefore,how to promote the development of bilateral agricultural trade by improving the level of trade facilitation,and maintain China and ASEAN Friendly relations of cooperation,has become a very important issue.In this paper,comprehensively analysised the domestic and foreign scholars on the study of trade facilitation and related theory firstly.Secondly,elaborated the present situation of China-ASEAN agricultural trade and the current situation of trade facilitation between China and ASEAN.On this basis,selected the evaluation indicators and build an evaluation system to reflect the trade facilitation level of China – ASEAN,Trade facilitation level evaluation system.The trade facilitation level of China-ASEAN countries and major agricultural products trade partners in 2010-2015 was measured by the evaluation system.It was found that the trade facilitation level of China-ASEAN countries was uneven.Singapore's trade facilitation level is the world's leading,and Malaysia has a high level of trade facilitation.China,Thailand,Indonesia,the Philippines is the world's average level.Vietnam,Cambodia and Myanmar are very backward,in the world countdown.Thirdly,the trade facilitation level is introduced into the gravitational model,and studied the impact of trade facilitation on agricultural trade of China-ASEAN.The results show that the trade facilitation level is the most influential factor in bilateral agricultural trade,which is higher than gross domestic product,Population and so on,the transportation cost hindered the development of China-ASEAN ‘s agricultural trade between,and the role of the tariff was not be considered here;And then put each level of trade facilitation indicators into the gravity mode to analyze its role in promoting.According to the size of the regression coefficient,the order is: financial and e-commerce environment(2.361),customs environment(1.372),regulatory environment(0.698),port efficiency(0.138).Finance and e-commerce have the greatest influence on bilateral agricultural trade,which shows that finance and e-commerce are playing an increasingly important role with the development of economy,and is the important basis for international trade of agricultural products.
