Construction labor workers are the important resource in the construction industry and their skill levels have a direct impact on the construction quality.Construction employment management is an important guarantee of construction improvement.As the construction industry system has developed with the improvement of economic system,the construction employment system have completed the transformation from "non-professional organizations" to "professional enterprises",Recent years,with the rapid development of construction industry,construction employment management still has some problems.The following are the problems.The first problem is policies of construction employment management is not sound,lack of regulation.The second one is the social problem triggered by the violation of law and infringing the legal benefit of labor workers in part of construction service enterprises.The third problem is that education and skill level of labor workers improve slowly.There are two main aspects in this article.The first one is to explain the current trends of Chinese construction employment management,to do an in-depth analysis of existing problems,the reasons that cause these problems and the influence triggered by that in construction management.In addition,the article makes the improved suggestions in the long run from reforming the employment method,strengthening the construction labor itself and improving the ability to supervise and so on.The other aspect of the article is to introduce the current trend of Chinses construction employment.In 2016,the government of Xi’an province adopted a construction employment reform strategy in part of districts.the government of Xi’an has implemented the core part of experimental unit to formulate 25 reform measures throughout governments,construction enterprises,construction employment companies,and construction labors involving shifting and upgrading the management of labor workers,completing the labor legislation,protecting the social security rights of labor workers and setting up information platform and training and assessing mechanisms for labor workers.According to the research and analysis,the feasibility of some of the reform measures still needs to practice.The article according to the related experience.research the difficulties of pension rights and build construction employment information system.It is suggested that to draw on the experience of European pension system and the American social security cards system breaks the difficulties of pension rights..it could improve the management efficiency of construction employment by the information system and help to achieve the multiple functions including supervising construction employment,training and examing the employment and protecting the legal rights. |
