Abstract/Summary:
Science and technology is a powerful driving force for the sustainable development of a country and an inexhaustible source of progress for a nation.As a "visible hand",the government regulates the allocation of scientific and technological resources appropriately,improves the efficiency of the use of scientific and technological resources,and promotes the rapid development of science and technology to the maximum extent.The historical experience since the third industrial revolution shows that science and technology policy to improve the country’s independent innovation capability,enhance the core competitiveness of enterprises,promote the development of high-tech industry,optimize the industrial structure,adjust the mode of economic development has far-reaching strategic significance.R&D policy h as a clear guiding role for R&D activities,leading innovation direction,guiding enterprises R&D investment,while providing human and material protection for R&D activities.For government departments,how to effectively formulate R&D policies and improve the existing R&D policy is particularly important,which needs to study the R&D policy effect,so as to make recommendations for the government decision-making departments.From the perspective of R&D policy effect,this paper studies the impact of the government’s R&D policy on technology and economy,the function mechanism of R&D policy and the factors that influence R&D policy in the process of implementation.First of all,according to the study of the scholars,the R&D policy mainly includes three aspects: the effect of economic growth,high-tech industry output effect and R&D output effect,and were analyzed in theory,which will lay the foundation for building a system dynamics model;secondly,define the system R&D policy effect of the Heilongjiang border,through the analysis of the interactive relationship between the elements within the system,the system is divided into economic subsystem,R&D input subsystem and R&D output subsystem,establish causality diagram and flow diagram of feedback loop,using the statistical yearbook and historical data to estimate the parameters and construct equation,establish the dynamic system R&D policy effect model of Heilongjiang Province,to test the validity of the model;finally,simulate Heilongjiang provinc e R&D policy effect model,compare the results of model changes under different R&D policy scenarios,analyzes the simulation results,and proposes suggestions for R&D policy in Heilongjiang Province based on the simulation results.
