China’s rural credit cooperatives was founded in the early days of the founding of the country,is an important financial institutions in rural areas,to undertake the task of improving the rural financial system and promoting the development of rural economy.For a long time,there are many problems in rural credit cooperatives,such as unclear property right structure,low management efficiency,heavy historical burden and so on.In 2003,the state has issued a notice issued by the State Council to deepen the scheme of the pilot reform of Rural Credit Cooperatives in Jilin and other 8 provinces.Coastal provinces and other economically developed areas took the lead in the reform of rural credit cooperatives,and achieved good results.However,the reform of rural credit cooperatives in underdeveloped areas has encountered some resistance.In this paper,the rural credit cooperatives in underdeveloped areas as a case study,to explore the effectiveness and shortcomings of the joint-stock reform.The area where the case loaded in is dominated by agriculture.In recent years,with the coastal industrial migration and a large number of government investments,industrialization develops gradually.Capital and financial services diversified demand increased.The Rural Credit Cooperatives are difficult to adapt to the current financial situation in the traditional system and management.It is urgent to reform.After the reform,the Rural Credit Cooperative improved the ownership structure,cleared the property rights of shareholders,and set up a set of modern corporate governance structure.After the reform of Rural Credit Cooperatives,the level of risk management has been greatly improved.The capital adequacy ratio increased,the ratio of non-performing assets fell sharply,the provision coverage ratio increased.In agriculture services,in the case,after the reform,the rural commercial bank but increased the proportion of agricultural loans,.This paper argues that the reform of the rural credit system in Anren is successful from the perspective of clear property rights,the establishment of corporate governance structure and getting rid of the historical burden.But from the point of view of profitability,after the restructuring of rural commercial banks has not been significantly improved,the increase in its profits mainly from the expansion of asset size and business volume.Based on the reform process of combing and performance analysis,we put forward the existing deficiencies in the reform of the rural commercial banks: one is the administrative intervention of local government is still strong,which is not conducive to the establishment of a sound mechanism of bank.On the other hand,due to the lack of high-quality personnel,the traditional concept of management and the lack of an effective constraint mechanism,the reform of the rural commercial bank management level need to be further improved.Finally,the paper summarizes some enlightenment to the reform of Rural Credit Cooperatives: 1)In the less developed economy or Rural Credit Cooperatives itself burden heavier circumstances,government support has played a crucial role in the process of reform of Rural Credit Cooperatives;2)In support of Agriculture: commercial reform does not necessarily bring about a decline in the proportion of agriculture,the degree of participation in agriculture services is also related to the local market situation and its own positioning;3)The bank’s profit objectives and policy objectives coexist.If the multiple objectives problem cannot be resolved,there is the risk of returning to the original mechanism.Therefore,after the reform of rural commercial banks,it should be stripped of multiple objectives,market-oriented,profit-oriented,so as to get the long-term development of rural commercial banks.
