As an important part of rural financial system in our country, the Rural Credit Cooperative (Hereinafter called RCC) has played main role in rural finance and supported the development of agriculture and rural economy in our country. Therefore the reform and development of RCC relates to rural advance, stability, income growth of farmers, even the safety of the whole financial system, and is a good way to improve the competitive forces of rural financial institution and meet the need of rural capital.On 27th Jun 2003, the State Council distributed a pilot plan to deepen the reform of RCC, which officially open a new round of RCC's reform. Through the reform to property relations, governance structure and so on, to some extent, it improved the operating conditions of RCC, and mobilized the initiative to support the rural economic development. As the second experimental units, RCC' reform have been carried out for more than 3years in Sichuan Province. How is it going? What performance has it got? Which aspects we need to deepen the reform? These are the issues what scholars and policy-makers are concerned about.In the background of the new-round reform of RCC, this article is illustrated by Ya'an City to observe the result of the reform and evaluate the operation and performance of the reform. First of all, in terms of property relations, governance structure, management, policy, "Agriculture, Village & Peasant" and financial performance, it picks up 4 example RCCs in Ya'an to evaluate the reform's performance.And then based on DEA model, we evaluate the efficiency of RCC reform and make a simple comparison between Ya'an and Chendu. It makes a conclusion that the reform improved the efficiency of RCC. After the reform, the pure technology efficiency of RCCs are all 1. So we can see that much progress has been made in the property relations and governance structure. Otherwise the scale of capital is still essential to the improvement of the efficiency.At last, we assesses the performance of reform, indicates the existing problems, and tries to make some suggestions for follow-up development of RCC in Ya'an City.
