The Study On The Boundary Delimitation Of Urban Development In The Central Urban Area Of Yunfu

With the rapid development of economy,the demand for land is increasing.On the one hand,with the comprehensive influence of many factors such as the basic national conditions which is “large numbers of people but little space to spare” of our country,the lack of basic awareness of using land economical and intensive,many cities of our country expand the urban space disorderly and have the development phenomenon which like the "pie",causing a great waste of land resources.Delineation of the urban development boundary is an important practical way of smart growth theory,its purpose is "identifying areas where can be developed,where can not be developed and how to realize reasonable development",is the concrete embodiment of "smart growth and smart protection" strategy.At the same time,the Chinese government failed to clarify the responsibilities and functions among the various departments,resulting in the appearance of the conflicts and contradictions of space controlling,such as the "five lines and three areas" in the overall planning of the city,the "three Zone Four areas" in the overall planning of land use,the key development area,restricted development zone and prohibited development zone in the main function zoning and the important ecological protection areas,the restriction of construction area in environmental protection planning,drinking water source protection area and so on,the setting of these regulatory boundaries is related to the urban development boundary to some extent.Therefore,exploring the defined methods and procedures of urban development boundary has important theoretical and practical significance for revitalizing land resources,promoting the intensive use of land resources,achieving smart growth and forming the control mechanism of "multi Planning synthesizing".At present,the research and practice of delineate the urban development boundary from the aspect of the urban planning and ecological suitability,Therefore,on the basis of reviewing the domestic and international literature and research findings about the connotation,characters,methods,practical experience and management of urban development boundary systematic and comprehensive,based on the smart growth theory,the theory of resources and environment carrying capacity and the theory of sustainable development,combined with the GIS Technology which has powerful analysis capabilities,taking the central urban area of Yunfu as the research object,taking the ecological red line area,farmland protection,topographic and geological conditions and other factors into account,The rigid urban development boundary is determined;This paper discusses the trend and characteristics of urban development in 2009-2015,based on the comprehensive,systematic and comprehensive evaluation results of the carrying capacity of resources and environment,considering the growth of population and land demand,the elastic urban development boundary is defined.Finally,according to the current situation of the land control in the central urban area of Yunfu,this paper puts forward the countermeasures and suggestions on the delimitation and management of urban development boundary.
