Entering in 21st century, the entrepreneurial have played an important role in the development of society and economic and caused deep concern of governments in the world. But the entrepreneurial period of small and medium-sized enterprises is a colony of weak tendency compared with big enterprise, the government to publish relevant policies to support entrepreneurial work, build entrepreneurial type society. Thus, fostering SMEs and supporting entrepreneurial work have become parts of national strategy and important economic policy all over the world.The SMEs in Japan had developed rapidly and promoted its economic quickly after the World WarⅡ. The complete entrepreneurial policy is an important guarantee for these achievements. Due to its culture is similar to our country, we choose the Japanese SMEs policies as the research subject of this paper, analyze its business environment and policy to explore the appropriate entrepreneurship public policy which suits for our country. On the basic of consulting abundant data the positive analyses are focus on the dissertation combining historic and current perspective. Emphasize analyzing the characteristics of Japan's entrepreneurship policy and insufficient. In line with such exploration, the comparison of our SMEs entrepreneurship public policies, and puts forward related suggestions medium-sized enterprises.In this paper,the main contents are:Firstly, the theoretical foundation and study development of current status in domestic and international.Introduce the research background and significance, domestic and international research on entrepreneurship public policy.Secondly, Japanese entrepreneurship policies including the environment for start-ups, tax preference policy, financial support, coaching system for SMEs and entrepreneurship education. From the perspective of economic accomplishments, entrepreneurship public policies in Japan have attained the expected goal on the whole. Production factors needed by SMEs and start-ups have been offered, technical innovation in SMEs promoted and social and economic status enhanced. The problems in Japanese entrepreneurship public policies, however, are apparent. For example, Japan's venture capital system, the second board the stock market development slowly, primary and secondary entrepreneurship education dose not improve the business, etc.Thirdly, we should use the Japanese experience for reference when we build the SMEs entrepreneurship public policies in our country. It mainly analyzes the current situation of our SMEs entrepreneurship public policies and the problems of our start-ups. According to the specific situation of our SMEs, with the Japanese experience for reference, we put forward the plans of building the SMEs entrepreneurship public policies systems of SMEs.
