Research On The Problems And Countermeasures In The Implementation Of Science And Technology Innovation Policy Of Small And Medium-Sized Enterprises In Mianyang City

Small and medium-sized enterprises are the new force of economic development and the main force driven by innovation.According to statistics,small and medium-sized enterprises provide 80% of urban labor and employment and contribute more than 50% of tax revenue,which shows that small and medium-sized enterprises are the foundation for stabilizing people’s livelihood,promoting employment,boosting economy and promoting innovation.However,because small and medium-sized enterprises have the characteristics of high investment,long cycle and uncertain income,it is far from enough to rely solely on enterprises to carry out scientific and technological innovation activities,and it is necessary to rely on the government to give certain policy and financial support to enterprises to carry out scientific and technological innovation activities.At the same time,considering the different innovation ability and willingness of enterprises in different life cycle stages,the effects of public policies are also different.Therefore,how to achieve the maximum effect of the implementation of science and technology innovation policies,so that small and medium-sized enterprises can really enjoy the policy dividend,is very important.Based on this,this paper comprehensively uses the methods of literature analysis,questionnaire survey and interview to make an in-depth analysis and research on the implementation of science and technology innovation policies of small and medium-sized enterprises in Mianyang.First of all the concepts involved in this paper are defined and elaborated and the use of Smith policy implementation process model policy implementation theory Schumpeter innovation theory and its application in this paper are introduced.Secondly,this paper builds an analytical framework based on Smith policy implementation process model,after combing the science and technology innovation policies of small and medium-sized enterprises in Mianyang City,this paper analyzes the current situation of policy implementation from the perspectives of policy implementation institutions,policy implementation target groups and policy implementation environment,and analyzes the effectiveness of policy implementation of science and technology innovation policies of small and medium-sized enterprises in Mianyang City.Thirdly,through interviews with relevant departments and random questionnaires to small and medium-sized enterprises in Mianyang,data information is obtained,find out the problems existing in the implementation of science and technology innovation policies for small and medium-sized enterprises in Mianyang.There are mainly insufficient fairness for SMEs to enjoy awards and subsidies,insufficient coverage of policy propaganda and timeliness of fund allocation,low enthusiasm of SMEs to participate in science and technology innovation policies,and the government’s coordination in the industry-university-research chain needs to be improved.Combined with policy implementation theory and Schumpeter’s innovation theory,this paper analyzes the main reasons from the aspects of policy itself,policy implementation subject,target group and policy environment.Finally,this paper puts forward some countermeasures and suggestions on the effective implementation of policies from the aspects of optimizing the policy system of scientific and technological innovation,standardizing the policy implementation procedures,improving the ability of enterprises to use policies,and promoting the production and transformation of scientific and technological innovation achievements,so as to further optimize the implementation effect of scientific and technological innovation policies for small and medium-sized enterprises in Mianyang.At present,the research on supporting policies for small and medium-sized enterprises in China is more about fiscal and taxation policies,while the research on scientific and technological innovation policies for small and medium-sized enterprises is relatively less,and more attention is paid to policy formulation,policy content and final results.The main innovation of this paper is to focus on the implementation of science and technology innovation policies of small and medium-sized enterprises by the grass-roots government,so that the research content is more consistent with the actual situation,and the research results are more targeted,which provides some practical reference for improving the quality of policy implementation and promoting the sustained,steady and high-quality development of small and medium-sized enterprises in Mianyang.
