In contemporary social and economic life,reducing cost is not only a constant theme which the enterprises exist and develop,but also an important means to improve the economic efficiency of enterprises.It is also an effective methods to improve the value of a project.Cost management runs through the whole life cycle of project and always decides the sustainable and healthy development of the project.Therefore,effective project cost management has certain feasibility and urgency.EPC project general contracting cost management has become an indispensable component of a general contracting qualification enterprises.It is essential process to reduce project cost and improve the economic benefit.Which the EPC project general contracting cost management is incorporated into the process of the construction of the project or program has become an imperative management part of enterprises with general contracting qualification.Taking Jing Xi small towns construction as the background,the paper takes EPC project general contracting of Yongfeng housing as the content,and performs effective management.First of all,this article concludes that the factors affecting cost management through studies.The external cause analysis of cost management contain the degree of the change of the actual construction environment,the deepening of the project design,construction delays and downtime.Internal cause factors contain the enterprise itself factors,the factors influencing project bidding phase,contract signing and execution phase image factors,etc.Secondly,through the formulation of project planning,the paper performs project cost estimate and budget,and the cost of deviation number analysis.It gets the following conclusions.Firstly,about the artificial cost of the project,the actual labor costs over budget cost,so it is needed to manage the cost.In terms of direct material cost,the material such as steel,concrete has good cost control,but steel pipe,and use efficient of the machine can’t meet expectations.Project indirect cost rates is different from the norm.Finally,it uses the earned value method to control the project cost and proposes cost improvement measures.In the operating level,the technical management should be strengthened to reduce the construction cost.At the enterprise level,the organization construction should be strengthened and the department functions should be clarified.
