Study On The Innovation Of Supervision Mode Of Land Consolidation Reserve Project In Tianjin

At present,China's urban land reserve system is undergoing profound changes,the importance of urban land consolidation reserve project supervision is becoming more and more important.This paper selects Tianjin as the research object.,firstly,draws lessons from the domestic and foreign typical urban land consolidation project supervision mechanism and platform construction experience.And analysis on the current situation and problems of supervision system of land consolidation project in Tianjin.Secondly,figure out the driving factors of Tianjin land consolidation reserve project regulatory model innovation under the new situation,then based on the whole process of management to build Tianjin land consolidation project evaluation system.Finally,this paper puts forward the innovation path of land consolidation reserve project supervision mode and the dynamic management platform design framework.The main research contents are divided into the following six aspects:(1)Firstly,to summarize the beneficial experiences of land regulation in Germany,the United States,the United Kingdom,the United Kingdom and other countries,but also include the exploration practice about land consolidation and supervision in Shanghai,Beijing,Yunnan and Anhui provinces,so that we could get good reference on the innovation of supervision mode of land reserve project of Tianjin.(2)Secondly,to conduct research in the land consolidation center of Tianjin and other land reserve institutions,analysis on the current situation of Tianjin land reserve project supervision system,so that we could clarify the problems in the practice of Tianjin land consolidation and regulation.(3)Thirdly,analysis on the internal logic requirement of new urbanization to supervision of land reserve project at macro level,prejudge the trend of the transformation of government functions in the supervision of land consolidation reserve project on medium level,and then discuss the urgent need to strengthen the risk prevention and management of Tianjin land consolidation project at micro level.(4)Fourth,to build the theoretical framework for the evaluation of land consolidation projects,put forward the conceptual model of the whole process of land consolidation and reserve project,and then select the appropriate evaluation indexes from the aspects of project,planning,fund,implementation,acceptance,postponement and management,and use the analytic hierarchy process to determine the weight of the indexes,and finally give the method of system evaluation and analysis for the whole process of land consolidation project.(5)Fifth,to prejudge the development trend of Tianjin land consolidation and reserve project supervision from the aspects of supervision type,intensity,subject and object and mode.Based on this,the paper puts forward the improve path of Tianjin land consolidation reserve supervision mode on four aspects as supervision subject being specialized and interlocking,supervision object being fully and clarified,regulatory mechanism being participatory and transparent,and supervision platform being informative,intelligent,real-time and dynamic.Finally,it analyzes the key and core content of Tianjin land consolidation and storage project supervision based on the whole process.(6)Finally,we analyze the realistic basis of the design of the regulatory platform for the land consolidation project from four aspects: the new situation,the new center of gravity,the new technology and the new management.Then we put forward the design framework of dynamic monitoring platform which integrates the preliminary investigation of project,the dynamic risk assessment of funds,the planning and design of land consolidation,the implementation of land consolidation and the acceptance of the project,covering the whole process of land consolidation and storage project.
