Research On The Selection Of Sub-regional Cities In Shangdong Province From A View Of Coordinated Development Of Regional Economy

China’s regional economic disparity has always been existed and hampers the development of economy in some way.In Twelfth Five-Year Plan,the government stressed "optimizing structure to promote the regional harmonious development and healthy urbanization development" again.It reflects central government attaches great importance to the regional harmonious development.Coordinating regional development has once again become a hot academic discussion.As a microcosm of the country,there are also problems similar to the regional economic differences exist in Shandong province,although in recent years,Shandong province successively put forward "two districts,one circle and one area" regional development strategy and achieved certain effects.We should also see that the development gap between different regions in the province remains large.In accordance with the "gradient propulsion theory" and the municipal divided methods,this divided Shandong province into three regions,namely eastern,central and western regions.From the analysis of three aspects including the different economic development levels of eastern,central and western regions,three kinds of industrial structures and urbanization development level,this paper found that there is a big gap between these regions in all aspects of development,the regional inner city development is not harmonious and there is a trend that unbalanced phenomenon has expanded year by year.If don’t pay attention to them and take effective measures to solve these problems,they can lead to further widened gap and affect the sustainable development of economy and society in Shandong province.On the basis of reference from domestic and abroad modes of regional harmonious development,this paper put forward the path of realizing regional harmonious development by selecting central cities.How to choose a appropriate secondary center city is the focus of this study.This paper started from the definition and function of secondary center city and determined three selecting criteria of secondary center city: strong comprehensive competitiveness,strong economic ties and superior developing environment.Through factor analysis,the gravity model,and Wilson model from city to city,finally,it respectively determined Yantai,Zibo,Jining as a new generation of cultivating objects as theSub-regional Cities through expert feedback method.How to develop sub-regional cities under the development of regional harmonious,in turn to realize the regional harmonious development of Shandong province.This paper thinks the key is to develop "polycentric cohesion" and "network communications",the two modes of urban consolidation,analysis the development of sub-regional cities owing to the two modes:as the "polycentric cohesion",Yantai should take " T" development pattern,Zibo should take Zibo-Jinan integration development pattern,Jining should take "+" development pattern;as the "network communications",regional cities and sub-regional cities as "point",important traffic arteries in the province as a "axis",take the "point-axis" development pattern.Finally,in the field of related security measures of the development of sub-regional cities,this paper emphasized that,on the one hand,government should attach importance to and support the construction of secondary center city,provide the proper securities in population layout,function zoning,employment and living and life and etc;on the other hand,sub-regional cities should step up efforts to its propaganda and marketing,strengthen transportation and public facilities,develop characteristic industry which based on the existing industrial,strengthen the material base,in order to realize Shandong province rapid and harmonious development.
