Research On Emergency Response Model Of National Economy Mobilization In Heilongjiang

In recent years,China's emergency incidents occur frequently,the Chinese government,enterprises and institutions and experts and scholars pay more and more attention to the research of emergency response work.Along with the change of the situation,the research development of the emergency response work should also keep pace with the times,and constantly innovate.National economic mobilization has a complete system and operation structure,facilities equipment supplies,adequate human resources,information platform,advanced technology and other advantages,will lead to these advantages to deal with emergency incidents,to meet the needs of economic and social development,so as to serve the people,but also to stimulate the national economic mobilization force to test and improve the mechanism,property factors,operation flow of various elements of link,realize the goal of emergency and army,both military and civilian fusion.Therefore,this paper mainly studies how to use the national economic mobilization emergency response in materials,manpower,technology and other aspects of the advantages of the platform to play a role in the work of emergency disposal,the allocation of resources,information sharing,coordination,to carry out the provincial Economic Mobilization Mode of emergency response,puts forward the construction of Heilongjiang province collaborative linkage emergency response mode.The study found that Heilongjiang province national economic mobilization emergency response in the institutional mechanisms,human resources,material storage and platform technology has the following problems: the emergency management system and the national economy mobilization system is relatively independent,do play a role in moving limited.Heilongjiang Province,professional emergency rescue team plans and drills without the formation of institutionalized,normalized,emergency response experts limited.In the emergency material reserves,the national economic mobilization and emergency planning and construction of the emergency management department and co-ordination.The information system of national economy mobilization information system has not been completed,which has hindered the informationsharing with the emergency command platform of the provincial government.The summary and reference of the advanced provinces provincial National Economic Mobilization emergency response on the basis of experience,combined with the situation of Heilongjiang Province,this paper puts forward the construction of Heilongjiang province collaborative linkage emergency response mode suggestions and countermeasures,specific recommendations include docking integration mechanism,play the role of human resources,the integration of materials storage and transportation planning and technology platform.This paper mainly adopts the investigation method,literature method,case analysis,and to carry on the thorough thinking,the provincial government to try to solve the problems in the work of the emergency response,to explore a way for Heilongjiang's national economic mobilization emergency response road.
