A sudden freezing rain and snow disaster in early 2008 as well as Wen-chuan 8 earthquake in May 2008 had serious impacts on China's national economy, social production and people's lives. Lack of resources lead to further deterioration of the affected areas of local disaster, specifically manifested in the inventory shortage of emergency resources, unsmooth emergency resources scheduling, traffic congestion, unreasonable transporting select, unscientific resource scheduling process and so on. In order to solve these pressing problems, it is necessary to deeply study on emergency resource scheduling.Quick and efficient resource scheduling ensures the conduct of relief work; timely and effective supply of resources promote and facilitate smooth progress of the other relief work, which helps deal with unexpected events and post-disaster reconstruction. Therefore, research on the basic characteristics of emergency resources, resource scheduling features and processes, building mathematical model based on emergency resource scheduling, this thesis has a certain theoretical and practical significance on the establishment of an emergency resource management mechanism. After the occurrence of unexpected events, the needs for timely and effective use of various conditions, rational management and configuration of resources are of significance to disaster relief work. Emergency resource scheduling which is different from normal allocation of resources.With multi-objective, dynamic, uncertain and time-sensitive features of the emergency resource scheduling, this thesis studies the characteristics of emergency resources, emergency resource scheduling features and processes, unexpected events on the impact of resource supply systems, building three kinds of more realistic mathematical models based on the informed ones. Model one proposing restriction of transport capacity constraints in a limited period, based on a single resource analysis builds a multi-resource emergency scheduling model. Considering the uncertainty of time between supply depots and emergency depots, model two establishes emergency resource scheduling. Based on the priority of all emergency points, model three taking into account of many emergency spots, establishes a multi-emergency resources scheduling model.In this thesis, the study related to an active role in emergency resource scheduling to be benefit for resource scheduling and disaster relief work is of great practical significance on improving emergency resource scheduling efficiency, and providing a theoretical support to emergency scheduling decision.
