With the economic globalization and the development of information technology,the footwear industry is sharply shaped by profound industrial changes.China as the world's largest footwear producer,exporter and consumer,its huge footwear industry is in the third migration process of international industrial chain.The footwear industry enterprises are facing urgent challenges how to achieve industrial upgrading and expand in the international markets,and how to obtain the core competitiveness to achieve sustainable development.B Company in the case study belongs to labor-intensive footwear manufacturing industry,which also sources sports shoes under OEM mode from Asia countries.As response to industrial chain migration,B Company transfers its capacity bases and establishes new development centers in South-east Asia countries.Also due to the successful business exploration in international markets,its development volumes go up dramatically.All of these factors challenge much B Company present performance management system crossing Asia development centers.Performance problems are just reported as prototype sample delays,fluctuated sample quality,declined on-time rate of Buy Ready and to-be-upgraded general performance level.The author researches these performance management problems in the mode of case analysis.Through careful and detailed contrastive analysis of these problems according to the requirements of the SPM system,the paper proves that the root problems of development performance in B Company lie in the defects in present performance management system in development and application of performance appraisal results.Based on above cause-and-effect analysis,the author proposes the comprehensive scheme to improve performance management for B Company,which includes the suggestions in reformed performance management system,reinforced appraisal result application as well as scheme implementation suggestions.To be more exactly,it is to realize the whole-process dynamic management with the application of KPI key performance management system;to apply the Balanced score card(BSC)to manage Asia development department performance;to optimize the constitution and grant system of performance salary and bonus;to adjust the relationship between performance appraisal result and the employees' quality and development so as to improve the negative lack of performance application.Through the above measures,we can improve the B Company's whole development performance management system to promote the realization of company GDS.As conclusion,the performance management system must take the company strategy as the oriented design,make full participation in performance management and gain the high emphasis and support of management level.Only through the performance management circulation,we can constantly find problems,timely solve them and constantly improve.Only in that way,can we ensure the company strategy plan can be implemented through performance management and realize the corporate running strategy aim.The logical thoughts and the advanced SPM system advocated inside the thesis could be served as good reference for other industries and managerial areas as effective solution to the performance problems they might encounter.
