Study On The Countermeasures Of Improving Farmers' Quality In The Process Of New Urbanization

The party's eighteen plenary session pointed out in promoting the socialist modernization,to improve the enthusiasm and fairness of the broad masses of peasants to participate in the construction,so that the reform and opening up and modernization achievements benefit farmers.However,rural urbanization and modernization to adapt to the development of practical talents quantity and quality can not meet the current actual demand,the rural basic education,farmer training system is not perfect,a large number of rural labor transfer to the city,resulting in the quality of rural labor is generally not high,weakening the foundation of human development at the same time,the modernization of the countryside the transfer of surplus labor force,and the urbanization of the population because of culture of science and technology,professional skills,legal consciousness and moral quality is not high,not to be able to quickly recognize a clear public's consciousness will regulate the behavior of city residents and moral standards as a practice standard,resulting in the transfer of rural population is not good into the city,urbanization process is slow,unable to perform well in the role change.It is obvious that the low quality of farmers has restricted the promotion of urbanization in our country.In order to further improve the quality and level of urbanization must pay more attention to the body of farmers urbanization,training new farmers to adapt to the needs of the times of high quality,meet the current rural modernization of the growing rural intelligence,talent demand,the only way to ensure farmers' equal participation in the construction of modernization in rural areas,to share the reform and development of rural areas fruit.This paper is based on the western theory of human capital,Marx on the comprehensive development theory and China of Marx theory on peasant education theory,focuses on the analysis of the history and culture,Chinese due to lack of government investment,two yuan in urban structure,market economy and farmers' own factors leading to the low quality of the status of farmers in China,including: Science and technology the cultural level is low,the lack of legal awareness,lack of management capacity,moral standard is fuzzy,participation consciousness is not strong,healthy quality is not high enough.And between the current situation of farmers' quality in China and the construction of new urbanization in the interactive relationship between the mutual promotion of farmers' quality and construction of new towns,at the same time,the current level of development of farmers' quality is far behind the new urbanization process and restrict promoting a higher level of urbanization.In practice,to find the most representative of the developed and developing countries from the analysis of foreign farmers quality training,combined with the practice of the construction of farmers' quality in our country existing and new towns,learn from foreign experience beneficial,puts forward some measures to improve the quality of farmers in the background of the construction of the new urbanization of our country,from multiple perspectives according to the overall level,improve the quality of farmers is put forward relevant measures and countermeasures,provide a theoretical basis and guidance to promote the coordination of the quality of farmers and urban construction.The ultimate goal is to hope that more and more people pay attention to the quality of farmers,help farmers improve their overall quality,get a sense of happiness,so as to actively participate in the future of the new urbanization.
