Members Of The Public Of The Chinese Peasants Constraints And Countermeasures

Members of the public of the peasants of China's industrialization and urbanization of the inevitable requirement of building a harmonious socialist society with Chinese characteristics, a necessary requirement for achieving the comprehensive development of an important way.Moreover, the people of the success of the farmers has a direct bearing on social stability and development of the relationship between the success or failure of a new socialist countryside construction, the relationship between the goal of building a moderately prosperous society can be realized. The state and society attaches great importance to and developed relevant policies, systems and laws and regulations to facilitate the conversion of farmers to the public.However, the farmer members of the public, the process is still very slow. Since the reform and opening up, with China's industrialization and urbanization process moved forward, a large number of farmers began to shake off the shackles of the land into the city workers, and resulted in the gradual integration of urban civilization, so as to realize the role of conversion to the public's wishes. I passed on the current status of the farmers of the public investigation and analysis of relevant theories in the current study, based on the objective, causing the dialectical analysis of the reasons for this situation and propose measures for the parties to resolve the relevant information.At present, members of the public process of preventing farmers from many factors, both external factors:policy factors, institutional factors, economic factors, cognitive factors; there are internal factors:farmers existence of their own various factors. In particular, there are land transfer, registration, social security, the institutional constraints of national policy, there are cities within the resource constraints, as well as the constraints of the rural productive forces, internal contradictions. In this paper, a summary of the above reasons, combined with the United Kingdom on behalf of the mandatory non-agricultural patterns and the US-style freedom of movement as represented by the non-agricultural patterns, as well as Japan, represented by leaps and bounds of non-agricultural patterns, further analysis of the domestic Farmers outside the public of the deep and underlying causes, finally made a number of farmer members of the public to promote the development of rationalization proposals forward. Specifically manifested in:development of a scientific nature-oriented, decisive and democratic policy, scientific and rational way to guide the peasants to the public and orderly transformation; establish and improve relevant laws and regulations to protect the legitimate rights and interests of migrant; urban community Farmers should be rational and acceptable to the people of the promotion of farmers into urban social development planning, establish a sense of service, change management, conscientiously perform their duties, and actively promote the peasant-workers to achieve their orderly transition to the public; farmers should take the initiative to learn knowledge and skills, constantly enrich and improve their overall quality, and enhance migrant urban adaptability.
