Research On The Economic Compensation Ability Of Critical Illness Insurance Of Rural Residents

Under the environment of accelerating urbanization process,the major diseases not only cause greater damage to the psychological and physiological of farmers,but also bring serious economic burden of disease to patients and their families.Farmers' suffering from major diseases that cause catastrophic health expenditure has also been the focus of the CPC Central Committee.Under this background,the state has issued a series of guidance to continue promoting the construction of critical illness insurance of rural residents.Commissioned by the commercial insurance company to do critical illness insurance of rural residents is an innovative measure,and economic compensation as the basic function of critical illness insurance,its current and potential economic compensation ability are extremely relevant to the sustainable development of critical illness and farmers' own economic burden of the disease.The economic compensation ability of rural residents in Jiangsu Province is still in the stage of exploration.Based on the field investigation,this paper firstly analyzes and evaluates the current economic compensation ability of the critical illness insurance of the sampling areas from the angle of absolute economic compensation ability and relative economic compensation ability.;In addition,according to the principle of fund balance,this paper predicts the potential economic compensation ability of critical illness insurance in each sampling areas,and then do the sensitivity analysis of corresponding influencing factors accordingly.So as to comprehensively measure the economic compensation ability of critical illness insurance in each sampling areas.Based on the corresponding model results and empirical analysis,this paper conclude,(1)The impact of urbanization on economic compensation can not be ignored;(2)The level of medical expenses and unreasonable growth weaken the ability of economic compensation;(3)The dispute of the order of compensation subject has impact on economic compensation;(4)The instability of the financing mechanism constrains the sustainability of economic compensation.According to the current situation and the future development trend of the serious economic compensation ability of each region,to better promote the sustainable development of economic compensation ability of critical illness insurance in Jiangsu Province,this paper puts forward some suggestions on how to improve.For example,improving the system design of critical illness insurance policy,and adjusting the convergence order of the subject of compensation for critical illness at the same time;the establishment of long-term and stable financing mechanism to enhance the sustainability of the economic compensation capacity of critical illness insurance;strengthening supervision and take reasonable control of the medical expenses;changing the concept of managing the critical illness insurance,and comprehensive optimization of serious illness insurance services.
