The Research On Improvement Of The Service Function Of Chinese Chambers

At present,China is during the period of strategic opportunity for economic and social transformation,especially under the background of economic "new normal" and government "decentralization",chambers have a growing function space.They were not only important links between the government and the market,but also were asked to participate more in the market economy and social governance.In addition,along with the process of economic globalization and the continuous development of enterprise demand diversification,enterprises also made more specific and professional requirements to chambers.Lacking service functions for existing chambers have become increasingly prominent.Their ability do not match the requirements from the society and business.As the method for chambers to perform their duties,service functions have an important impact on the existence value and the development direction of the chambers.In the context of economic "new normal" and government "decentralization",chambers study how to play its own advantages better,using existing resources and integrating more resources to enhance the service function of the chambers,actively assume more social responsibilities in the economic restructuring,has a very important practical significance and practical value.This paper uses the methods of literature review,comparative analysis,empirical research,deductive deduction and other research methods,taking the Federation of Industry and Commerce and its chambers as the research object,starting from the four aspects of chambers,like the orientation,service object,service supplying means and service function.Using Shanghai General Chamber of Commerce for example,and made the comparative study of the service functions of different chambers in China,the United States,France and Japan to explore the factors that restrict the service function of chambers as well as the countermeasures to enhance the service function.This paper puts forward some factors that constraint the service function of chambers in our country.(1)The orientation of chambers are unclear,and the function is overlapping;(2)the effectiveness of the service is insufficient;(3)platform construction and operation mechanism are not perfect;(3)the influence of Chamber of Commerce is not enough;(5)the third party evaluation platform and mechanism are lacking;(6)the regulations are not sound enough.Through the comparative study of the service function of different chambers in China,the United States,France and Japan,it is found that the service functions provided by foreign chambers in economic life and social development mainly focus on ensuring market order,improving market vitality,optimizing market coordination,enhancing enterprise self-discipline and leading the path of development.Combined with the positioning,service providers and service delivery methods of our chambers,proposing the six points of countermeasures to improve the service functions of chambers:(1)identify the positioning,do a good job of "three unity";(2)enhance the grassroots chamber of commerce;(3)continue to deepen the service platforms;(4)strengthen the linkage;(5)build a think tank;(6)improve their own system and architecture.As an important part of the role of government "decentralization",how to enhance their service,the smooth promotion of chambers to undertake changes in government functions is the key to chambers.It could help enterprises calmly deal with difficulties and obstacles during their development and reform in the wave of economic globalization.
