| The worldwide campaign of government reform was raised by governance theory. The theory requested government to change management mechanism and mode nowadays, orientation the function of management over again, adjust the relation of government and society, and set up the strategic cooperation relation of government,enterprise and citizen organization. According to the demand of international rule and the development of market economy in our country, government should hand the function of accommodation and management that society can handle to the society, and the society must have carriers of this function. So, developing societal medi-organization and making it carrier of this function that government transferred out, is the necessary choose and important approach which will accelerate detaching government from society and changing the function of government. As a societal organization, chamber of commerce developing will play important rule in government management.As an important part of government reform, the transferring of government function has adjusted several times, but it still has many problems. Besides the influence of traditional government management conception, the non-profit organization (NPO) such as chamber of commerce in our country didn't develop perfectly became the important reason that embarrassed transferring of government function. Alone with advancing of the market economy system and government reform, the government began to recognize the effect of chamber of commerce. Now the system about chamber of commerce is dropped behind the development of market economy, and it can't carry on the societal management function that government transferred out.
