The Research On Renovation Strategy Of Xinglong Industrial Park In Panjin

Urban planning is drawn up according to the economic& social development planning and the local actual situation, which is also the comprehensive deployment and specific arrangement to realize the city's economic and social development goals, reasonably use the urban land, coordinates the urban space layout in the certain period. In nowadays, due to the changes of economic & social situation, city resources exhausted and some other factors, old industrial parks at home and abroad in many resource-based cities have gradually can not adapt to the needs of the development — a lot of old obsolete industrial parks infrastructure and industrial structures become old, enterprises manage become more difficult, unable to pay tax on time, which also greatly affect the overall images of the cities; and, as the time flies,the locations of many old industrial parks are not the central areas of the cities more, the existences of a large number of polluting industrial enterprises and backward industries make a certain degree of adverse effects to the environment and people's life. Therefore, from the angles of vitalizing the state-owned assets, improving the urban environments, images of cities and many other multiple views, reforming the old industrial parks in resource-based cities is very necessary.In this paper, the author takes the renovation strategy of Xinglong industrial park as the research object, who collects a large number of literatures on industrial park renovation strategies, he uses the method of literature research and does a lot of research on theory, actual cases and specific practices of the renovation strategies on old industrial parks domestic and overseas. Through questionnaire investigation and case interviews, the author has a detailed understanding of the current situation of Xinglong industrial park, and further make clear the advantages and disadvantages, opportunities and threats of the park by internal and external environment analysis, SWOT analysis and other methods. Finally, based on the analysis of internal and external environment, combining with the advanced experience of the renovation strategy of the old industrial park at home and abroad in resource-based cities, the author analyses and compares the feasibilities and the expected results of a number of alternatives to the industrial park renovation strategies, determines the strategic renovation plan of Xinglong industrial park, and put forward the safeguard measures. Through the study, the author found that, influenced by the historical conditions, development status, financial situation, regional situation and other factors, the renovation of old industrial parks in resource-based cities should not only copy the developed big cities and non-resource type areas, but also should develop the most suitable measures for its development.
