At the same time, it also can promote the continuous economic development. In the construction industry, migrant workers are generally not educated, the concept of legal legal legal system is relatively weak, it is difficult for these people to carry out effective management, to a certain extent, it will affect the effective development of the project. The construction industry with low barriers to entry, temporary work strong, high labor intensity, longer time span, engineering and other large features, and now stage of construction industry still exist supply exceeds demand and employment is not standardized, engineering payment in arrears, arrears of wages of migrant workers phenomenon caused. In recent years, migrant workers labor disputes are still frequent, migrant workers group events have emerged, and gradually began to affect the stability of the whole society.This paper first describes the background and significance of the peasant workers in the construction industry wage arrears problem, system analysis of the experts and scholars at home and abroad studies about the problem, defined the method and content of research papers. Secondly through the existing information, analysis of the construction industry in Wujiang, the wages of migrant workers and the status quo of the payment of wages. Then analyzes the five major causes of migrant workers in the construction industry in Wujiang area and the harm caused by the wage arrears. Finally, draw on the typical area of migrant workers in arrears of wages, the design of governance in Wujiang District, migrant workers wages in arrears of the program, and put forward five specific measures.The research results show that:(1) the Wujiang District peasant workers in the construction industry wage arrears types have due to wage settlement dispute problems, or because of the construction unit pressure on cash flow, or for projects in individual interception and so on, peasant workers wages arrears is very common, complex and serious.(2) architecture industry peasant workers wage arrears for many reasons, the lack of about governance peasant workers wages in arrears of laws and regulations, government departments lack of effective supervision, the construction units, the project payment is not timely, lack of construction unit management lead to labor chaos, peasant workers’ rights awareness low lack of corresponding legal knowledge and so on.(3) governance Wujiang district construction industry peasant workers wages in arrears, need to formulate and improve the construction industry migrant workers wage payment regulations, improve the Wujiang district credit system construction and peasant workers wage guarantee system; establish and improve the long-term mechanism to solve the construction industry migrant workers wage arrears problem, improve the market order and protecting migrant workers system; implementation of the real name system for migrant workers work, promote building construction services company; strengthen the publicity and enhance the awareness of migrant workers rights.
