There is no doubt about the close relationship between water resources and the development of national economy,and China is facing the severe situation of water shortage and water pollution.Reclaimed water,which can not only reduce the environmental pollution but also as the second water source,has received more and more policy and economic support.However,there are two difficulties in the development of reclaimed water investment: On the one hand,because of the less economic benefits,unable to attract more investment into the area.The social and environmental benefits of reclaimed water should be considered in investment evaluation.On the other hand,the development of various provinces is not balanced.Whether the provinces with large investment have achieved the corresponding output is uknown.Therefore,it is of great practical significance to attract investment and promote the provinces more balanced and efficient development of reclaimed water by reflecting the economic,social and environmental benefits in the evaluation of investment efficiency of reclaimed water.From the above background,first of all,based on the theory of sustainable development and the theory of circular economy,this paper makes use of the environmental economics to quantify the external effect of reclaimed water,that is,the social and environmental benefits of reclaimed water.Secondly,select the 30 provinces Chinese as the research object,through the DEA method,the super efficiency DEA method and Malmquist index method,the investment efficiency of reclaimed water in China was evaluated from the perspective of time and space,and the advantages and disadvantages of each province are analyzed.Finally,according to the different provinces,using the cluster analysis method,the provinces are divided into different categories according to the double index,and the differentiation strategy is put forward.The results show that,(1)only considering the economic benefits of reclaimed water investment efficiency(0.801)is only moderate,considering the economic,social and environmental benefits of renewable water investment efficiency(0.878)is better,but compared to the efficiency frontier still has certain space to improve;(2)regional development is unbalanced,and the investment efficiency of each province is different,partly because of the pure technical efficiency,partly because of the scale efficiency;(3)reclaimed water revenues are seriously inadequate,and the average redundancy rate is as high as 221.39%;(4)the efficiency of reclaimed water investment is generally fluctuating,and there is a severe fluctuation before the Beijing Olympic Games,because the technological progress is greatly affected by the policy;(5)the provinces need to adopt differentiated technology,management and scale combination improvement strategy.
