Water conservation investment has a certain impact on economic development,it could explain that impact from the perspective of input and output.However,any economic production is a complex joint production process,the water resource system is also complex,and the economic effect is complicated as well.China's per capita water shortage is very serious,in the meantime,the spatial and temporal distribution of water resources makes inundation and drought happen frequently in China.As a large agriculture province,Hei Longjiang province is in great need of water as a support while facing the frequent disasters and the requirement of country's grain output.At the same time,in the view of particularity of water conservancy,its investment period is long,income gains slow and construction of infrastructure is hysteretic.It's significant to analyze water conservation investment efficiency and benefits scientifically,explore the influence factors,understand the current level of water,optimize and adjust the structure of input and output as well as allocation of resource improvement for the water development of Hei Longjiang province and the supportive improvement of water conservation investment on economic construction.In this study,the projection pursuit clustering model based on real number coding accelerated genetic algorithm is used to reduce the initial evaluation index system of water conservation investment,the characteristic index system in each year is determined respectively.Then CCR model and BCC model is employed to calculate the economic efficiency of water conservation investment in 13 cities in Hei Longjiang province from 2007 to 2012,obtain the valuation of water conservation investment efficiency,and explain the spatial distribution of water conservation investment economic efficiency based on that.Finally,optimize the output of non-integrated and effective cities according to optimization principle.In addition,multiple linear regression models are used to bring the driving force index,construct the function relation between economic benefit and its influencing factors,and analyze the driving force of influential factor on economic efficiency.The main contents and conclusions are as follows:(1)Construction of Characteristic Index SystemThe economic evaluation index system of water conservation investment is different from 20017 to 2012.Through the projection pursuit and clustering model,the nine indexes in the initial evaluation system were reduced to five which greatly greatly reduce the research process trival and improve the calculation efficiency as well as make up the data acquisition lacking.At the same time,as the replacement of unified evaluation,index with characteristics of each year improve the reliability of the research results.(2)Analysis on Water Conservation Investment EfficiencyFrom 2007 to 2012,the number of comprehensive and effective cities and the overall efficiency of the year were fluctuating,and there was a slight decrease in 2009,which was closely related to the volatility and instability of water conservation investment,and there are obvious differences between cities.Among them,Suihua,Harbin and Qiqihar have reached the optimal level under current condition,in production technology and scale,Heihe,Great Khingan and Yichun should make appropriate adjustments in due field.(3)Study on Spatial Distribution of Water Conservation Investment EfficiencyThe overall trend of investment efficiency in Hei Longjiang province is south high,north low.More than half of the cities are in the high water conservation investment economic efficiency areas,and the responses to water investment are well.Yichun and Great Khingn are in the low economic efficiency area,economic restructuring is necessary to improve economic efficiency.The distribution of economic efficiency of water investment is closely related to economic development level.(4)Study on Optimized Design of Water Conservation Investment EfficiencyGreat Khingn,Heihe,Yichun,Hegang,Jia Musi and Qi Taihe,these six area need to improve investment efficiency by adjusting output.The annual water supply index of water project needs to be adjusted to the maximum extent,water supply problem seriously affected social and economic development of Hei Longjiang province.(5)Study on Driving Force of Water Conservation Investment Economic BenefitThere are obvious relations between economic benefits of water conservation investment and its driving factors,in addition with the failure of constant term significance,the remaining five regression coefficients is better,the driving force size sort of the five driving factors is effective irrigation area>food production>soil erosion control area>water resources employment population>hydropower generation.Among them,grain yield,effective irrigated area,soil erosion control area and water conservation employment population play a positive role in promoting economic benefit of water conservation investment,hydroelectric power generation has an inhibitory effect on economic benefit of water conservation investment,but is not that strong.
