With the acceleration of industrialization and urbanization in China, water conservancy as an important factor affecting the development of national economy, the protection of human production and life increasingly obvious role. Scientific and rational construction of water conservancy infrastructure, so that the better allocation of resources to achieve profit and avoid disadvantages, a long way to go. Conscientiously implement the use of water conservancy infrastructure construction funds, but also we need to adhere to a long-term system engineering.Guangdong Province as the forefront of China's economic development and reform and opening up, its economic and social development for the water infrastructure has an important dependence.Therefore, it is not only beneficial to increase the government's decision-making ability to invest in water conservancy infrastructure,but also to promote the economic development of Guangdong Province,optimize the industrial structure,and improve the people's influence in the development of water conservancy infrastructure facilities in Guangdong Province. The standard of living has the dual meaning of theory and practice.Based on the theory of infrastructure, investment theory and performance evaluation theory,this paper analyzes the performance evaluation and influencing factors of water conservancy infrastructure investment in Guangdong Province. Aiming at the analysis results, the paper puts forward the proposal to improve the investment performance of water conservancy infrastructure in Guangdong Province. The general structure of the paper is: The first chapter is the introduction.The background and significance of the investment field of water conservancy infrastructure are summarized, and the main contents of the paper are briefly described. The second chapter is the theoretical basis. And defines the related concepts and theories of water conservancy infrastructure investment performance. The third chapter analyzes the present situation of investment performance of water conservancy infrastructure in Guangdong Province. This paper analyzes the current situation of water conservancy infrastructure construction, investment and investment benefit in Guangdong Province and the main problems in the current investment in water conservancy infrastructure. The fourth chapter is the performance evaluation of water conservancy infrastructure investment in Guangdong Province. By using the DEA-BCC model and the DEA-Malmquist index, the static and dynamic analysis of investment performance of 21 cities in Guangdong Province from 2008 to 2014 was carried out, and the development trend, dynamic evolution characteristics and TFP Index and so on. The results show that: (1) On the whole, the investment performance of water conservancy infrastructure in Guangdong Province shows a steady growth trend, but still has room for improvement. (2) within the region within the "Pearl River Delta region leading, eastern Guangdong and eastern Guangdong catch up, the development of northern Guangdong," the overall situation. (3) Compared with the technical innovation ability,the low management level is the main reason leading to the lack of investment performance.Chapter 5: Analysis on the Influencing Factors of Investment Performance of Water Conservancy Infrastructure in Guangdong Province. Five variables influencing investment performance were selected and the linear regression model in causality analysis was used to analyze the direction and extent of its impact on total factor productivity. The results show that: (1) The impact of different industries on investment performance of water conservancy infrastructure is different. (2) The income of local governments' financial funds has no significant effect on the performance of water conservancy infrastructure investment, and the savings deposits of financial institutions have positive effect on them. (3) The higher the level of urbanization, the faster the process of urbanization, the greater the impact on investment performance. Chapter 6 is to improve the investment performance of water conservancy infrastructure in Guangdong Province.
