Agriculture is the largest industry of China, and water conservancy is the key to agricultural production as well as an indispensable component of national economy. In agricultural production and operation activities, the construction of irrigation and water conservancy infrastructures directly reflects the living standard and economic development level of the region, thus playing an important role in the comprehensive development of agricultural production. Therefore, the construction of irrigation and water conservancy infrastructure should be strengthened vigorously in order to improve the comprehensive agricultural production capacity effectively. In recent years, the construction of irrigation and water conservancy infrastructures in Shanxi Province has been further improved, to which governments at all levels have attached great importance, but problems are still obvious among which is the imperfection of process and mechanism of construction fund. Therefore, to explore the actual situation of irrigation and water conservancy infrastructure investment in Shanxi Province is of realistic significance to improve the production level of agriculture.With reference to relevant researches of scholars at home and abroad, by combining comparative analysis with comprehensive analysis and combining normative analysis with empirical analysis, and based on public product theory, property rights theory, public investment theory, this essay will give analysis to the present situation of construction and investment of irrigation and water conservancy infrastructures in Shanxi Province, and give detailed discussion to problems existed:the lack of fund, the imperfect investment management system, the obscure subject of property right and the imperfect property right system. At last, with reference to experience from Japan, America, and India, the author put forward corresponding measures and suggestions including "to strengthen the capital input intensity, to improve the supervision mechanism, to improve the reform of property right system, to implement policies of 'privately run under state ownership' and to substitute subsidies with rewards".
