Research On Green Financial Policy Support Of Energy Transformation In China Under The Background Of Supply Side Reform

According to the developing requirements of the Fifth Plenary Session of 18th CPC Central Committee and the general objective for comprehensively deepen reform,china has deepened the supply-side structural reform:Cutting overcapacity destocking,deleveragings,reducing costs and identifying growth areas are green development goals of China.As a large country of energy production and energy consumption,energy shortage and environmental pollution are becoming more and more prominent.Energy transformation has become an important proposition for the development of China's energy industry.It has been given great attention in the process of government policy-making.In this context,the financial industry,as the industry leader,need to play an active role in promoting the "sustainable development"of green finance.Green Finance is a new concept for China's economic development.It is based on the Equator Principles,which the Industrial Bank announced in 2008 in project financing management.Compared with the rich theoretical research and practical experience of green finance abroad,our country started late.The policies and regulations still need to be perfected.Green financial policy for energy transition support needs to be improved.Based on the Marxist theory of green development and Marxist finance theory,this study focuses on the general trend of China's energy industry transformation and development under the background of supply-side reform.Firstly,it analyzes the concept and theoretical basis of energy industry transformation and green finance,as well as the mechanism of green finance to China's energy industry.On this basis,taking the area of China as an example,through the data survey,policy research methods,analysis of China's current green financial industry and policy system development status and problems.Policy suggestions are put forward fromthree aspects:improving the financial discount mechanism,enriching green financial products,encouraging green money,strengthening the system construction of green financial system,constructing and perfecting green credit management system,Which aims to provide reference and reference for the construction of green financial policy system in the process of energy transformation in the background of supply side reform.
