Global warming has aroused widespread concern in academia for low carbon development. In reality, the low level of carbon emission reduction in corporations is still troubled now.To effectively implement the enterprise carbon emission reduction practice, many scholars turn to the exploration of carbon barriers of its implementation, while few studies consider the barriers in low-carbon manufacturing practice.Meanwhile, many researches in the barriers factors of the environmental practice mechanism has not formed a consistent conclusion.Based on this, this paper takes the cement industry as an example, exploring the barriers of low-carbon manufacturing practice and the relationship between practice and these barriers,we expect to be able to get useful conclusions to guide the cement enterprises to effectively reduce carbon emissions, the main work of this paper is:First of all,ca low-carbon manufacturing practice scale featuring cement companies should be built. The existing literature mainly discusses the structural dimensions of green manufacturing practices and green supply chain management practices. However,in the context of carbon constraints, academia has not yet reached a consensus on the dimensions of low-carbon manufacturing practice. Therefore, this paper attempts to develop a low-carbon manufacturing practice scale for cement industry and conducts an empirical analysis on the measurement items of low-carbon manufacturing practice which is based on 137 valid questionnaires. The result shows that low-carbon manufacturing practice in cement enterprises includes 5 dimensions:low carbon product design, internal low-carbon management, environmental standards implementation, coordinated emission reduction and environmental responsibility extension.Secondly, the barrier factor scale of low-carbon manufacturing practice is also an important element. Some scholars have already identified the barriers of green manufacturing practices, green supply chain management practices. The research on the barrier factors of low carbon manufacturing practice is rare.Based on this, according to the actual production status of cement enterprises, this paper identifies barriers to carbon emission reduction activities in enterprises and designs the measurement items of barriers based on the resource-based theory and institutional theory.Through the empirical analysis of the questionnaire data, the results show that the barriers to low carbon manufacturing practices include capacity constraints, lack of executive support, supplier capacity constraints, customer demand constraints and lack of government regulations. Finally, the mechanism of the implementation of low carbon manufacturing practice in cement enterprises is explored. This paper constructs the conceptual model of barriers and practices, using correlation analysis and structural equation model analysis to verify the conceptual model. The result shows that capacity constraints, which lack of top management support and lack of government regulations are negatively related to the dimensions of low-carbon manufacturing practice. But the limitation from the supplier capability and customer demand has no significant negative impact on most low-carbon manufacturing practices, they will hinder the implementation of coordinated emission reduction practices of cement enterprises.Through this study,on the one hand,it can provide a useful supplement and necessary expansion for the study of low-carbon manufacturing practice. On the other hand,it can solve the problem of carbon emission reduction practice in cement enterprises under the carbon constraint environment and provide decision basis for carrying out low carbon manufacturing practice. The results can also be extended to other high energy consuming industries, and guide industrial enterprises to speed up the transformation and upgrading of low-carbon.
