In 2014,the national development and reform commission made a major policy shift about property service fee standard,the fee standard of affordable housing has been determined by property service enterprises and owners instead of government.It produced what kind of impact on property service enterprises especially SME,accounting for 97% of the total number.This article intends to discuss the current risk of enterprise and put forward suggestions and measures to avoid risk for enterprise management.The property management project is divide to early plan,early intervention management,daily management,reward four stages,identifying and evaluating property service enterprises’ management risk from external and internal factors using questionnaire,expert interview and Monte Carlo methods.Results show that in external aspect,market competitive risk is the biggest,followed by market barriers risk and policy risk,property development prospect risk and laws & regulations risk is the minimum.In internal aspect,the planning and design risk,building quality risk,property fee collection risk,construction quality risk,management system risk and communication risk are the largest risks,and have a great influence on enterprise management except management system risk.Then followed by vehicle management risk,fire risk,falling objects risk,public security risk,water and electricity bearing risk.Enterprise can reduce the resource portion accordingly in terms of pet management risk,dangerous goods risk and personnel operational risk.From project lifecycle stage,risk in daily management stage has the largest influence,followed by early plan,early intervention,risk in reward has the minimum influence on enterprise management.Property service SMES are difficult to handle the external risk,but they can pay more attention to market environment and adjust enterprise development strategy to reduce market and policy risk of the enterprises.Second,they should focus on high risk.Strengthening enterprise internal operation,controlling each link within the enterprise strictly,establishing the risk management department or the measures such as buying insurance are the effective way.
