In recent years,in the background of IT engineering implementation booming,program management as a discipline turns to be a new high-profile engineering and project management method.As an important facet of program management,the program risk management process turns to be an essential part of such a mechanism.Usually,the aim of introducing program management is to handle large,complex,strategic initiatives.On the other side,responding to the call of China's “One Belt and One Road”,more and more enterprises are aggressively pursuing oversea Mergers & Acquisitions in order to extend its footprint.The challenges arise in a variety of aspects: cultural conflicts,politics,markets and currency rates,multiple time zones,technical and geographical factors.Information Technology(or IT)is prevalent in the 21 th century,we can see a large amount of IT infrastructure,application,data and engineering consulting projects and programs everywhere.Therefore,adopt and adapt the global scale program management is the business imperious to enterprises and individuals.Key lessons drawn as listed below:First,program management shall focus on strategy alignment.From the start to the end,the existence of a program is to achieve desired strategic objectives.If the alignment is no longer there,it is the No.1 risk we can conclude.Second,how successful the program can meet its objectives is highly relevant with the governance.The establishment and effective/efficient running of program governance can truly protect the investments.Last,as it's known,program is the aggregation of multiple projects(and other components).The complicate dependencies exist between internal and external nodes.So,the overall fuzzy clustering and case-by-case risk aggregation analysis are important to managing all aspects of program risks(progress,costs,quality,stakeholders,technologies,etc.).Based upon the research of program risk management theory,I applied it to a real international IT program.At the beginning,an initial recap of program and program risk management is provided.After that,the case study is introduced using program structure(defining,delivering,closing).Then,a risk management model and a set of techniques are proposed in address IT programs.Afterwards,applied the program risk management theory into the case,followed by risk governance,risk identification and evaluation,risk treatment,and risk monitoring.And then,it concludes the research results and the inadequacies during the course of exercise.The major endeavors and contributions are two:One is the customization of program risk management based on Project Management Institute(PMI)'s Program Management and Portfolio Management standards(as certified Pg MP and Pf MP practitioners),and IT engineering management characteristics.Another is the practical application of proposed model and techniques into the real case,from requirement management to bid proposal design(containing the risk control philosophy),and to the course of end-to-end program risk management of this case.
