A Study On Rural Highway Management In Wafangdian City

Since 2003, China began "Villiages Connetcting Project", rural highways in Dalian has been an unprecedented development, especially in recent years the implementation of "Tun-tun-tong" project which set off the rural road construction climax in Dalian. Although the current proportion of investment funds in Dalian for the construction of rural highway is high, and the counties and urban districts express high construction enthusiasm, however, there still have problems in rural highway construction and maintenance management.The thesis analyzes the characteristics of the rural road, then utilize the literature research, the data statistics, and the interview in Wafangdian(Dalian escrow county) to expound the current management situation of rural highway. The problems existing in the construction and maintenance of rural roads in Wafangdian are put forward, then the causes of the problems are analyzed and the corresponding solutions are provided for the existing problems.The main content of this paper is as follows:(1) The development and management of rural roads in Wafangdian are described, which mainly relate to management system, construction and maintenance. Among them, the construction management includes planning status, investment policy and required funds, and production safety of construction. The maintenance management includes curing way, source and use of maintenance funds, production safety of maintenance and current road safety hazards and so on.(2) This paper puts forward the deficiency of rural highway management in Wafangdian and analyzes the reasons. Currently the main factors that affect the construction of rural roads are lack of concrete and detailed planning, short of construction funds, serious problem of relocation and so on. The major factors influencing the curing effect and safety of rural highway maintenance are the single form of funds, the low level of specialization of maintenance, the decline of curing effect due to the abesence of road administration management and so on.(3) The countermeasures to achieve the healthy development of rural roads in Wafangdian. There are four strategies in the construction management. Firstly, through the implementation of "Big department system" on rural road in the county-level to consolidate the relevant department in order to accomplish a unified management; Secondly, by promoting confirmation of land rights and other work to resolve the issues of relocation; In addition, to obtain financing for construction-related funds from the transfer of road naming rights; Finally, through establishing safety integrity evaluation system of construction enterprises to ensure the safety of construction. There are three suggestions in the maintenance management. In the first place, the implementation of rural road maintenance performance appraisal mechanism and other measures to improve curing efficiency and quality of maintenance; Apart from this, to establish a complete pavement, bridges and culverts quality testing and measurement payment mechanism to contribute rural road overhaul and maintenance program; In the end, the investigation of maintenance safety is required to ensure the maintenance work carry out safely.
