With continuous development on economic globalization and concerns on global environmental protection, while making great effort on sustainable operation, enterprise is always enhancing its management competency on cross-region operation, multi-business modules, refinement and localization of management ability. Meantime, increasing organizations are willing to take their responsibilities on social society and humanity, therefore they are starting to adapt or optimize the HSE management system. At present, the maturity of HSE management becomes one of core competitiveness. HSE performance is not only one of KPI, but also a prerequisite for marketing activities. HSE management is playing more and more important role in the routine business activities.As one of leading process and plant solution providers, Linde Engineering(LE) also experienced the story of initiating, learning, adapting and improving during implementing HSE management system. Now HSE management becomes one indivisible part of integrated management system. LE implemented ‘HSE Golden Rules' and ‘Move to Zero incident' campaign. HSE management strategy is developed in accordance with employees, organization and society. There were some achievements, but as a leading company in the industrial, the HSE performance shall be more focused and optimized.Based on this standing point, in the article it is expected that the weakness of LE's HSE management can be diagnosed and the optimization strategy can be developed. This article introduces a survey based on LE's long term HSE target and current status, especially taking the experience of Du Pont safety management concept and practice. A diagnosis is conducted by using methodology of analytic hierarchy mapping and benchmarking with deeply analyzing the implementation of current HSE system. The strength and weakness have been identified. The root causes and optimization strategies have been defined accordingly for continuous improvement on LE's HSE management system and overall competitiveness.
