After the financial crisis in 2008,the import and export business of our country has suffered a heavy loss during the time, and the freight forwarders which is related to the import and export industry has also been facing the extremely stern challenge. With our country joining WTO, the forwarding industry unlocked to nation and world, competition within the whole industry become increasingly fierce. More and more enterprises realize that, as a service firm, the only way to survive and grow is to promote their service quality. Hence, the question of how to realize the strategic target via the establishment of performance management system is worth to be researched.Since the concept of performance management was put forward in 1970 s,experiencing almost 30 year development, it has became a mature human resource conception accepted by the world. Since the 1990 s,many small and medium freight forwarding enterprises have emerged in China, they accounts for the great part of forwarding industry, they are the main force of this industry. But many small and medium freight forwarders are lack in understanding of performance management, their performance management level is generally backward, their development is restricted by the problems. The establishment of performance management system needs to combine with the industrial features and the enterprise’s current situation. Hence, in this paper, it sums up the performance management concept, and a detailed description about the process of performance management system, and make a comparison among the different performance appraisal methods. Combing current situation of performance management in small and medium enterprises, it analyses the problems and the reasons of performance management, and gives a corresponding improvement program.Combing the problems of the company, according to the program which is given, it puts forward corresponding suggestions and measures. The method chosen is based on a large collection of papers and practical research. Finally the method is the BSC and KPI appraisal comprehensive method. The weight of KPI score is determined via weight value of factors method. The research contents in this paper have practical guiding significance for the development of small and medium freight forwarding enterprises. |
