The economic globalization and the fierce competition in the market, production and mass production of scientific research in military enterprises is increasing, coupled with the military products is a kind of special products, most of the long production cycle, high quality,high cost, required a variety of spare parts. Military enterprises rely on their own resources and forces to complete all production processes, neither economic, nor realistic, but also difficult to adapt to the ever-changing market demand. Objectively, the military enterprises should make rational use of external resources, and actively take the social division of labor,to enable enterprises to obtain the latest technology, best production equipment and environmental work best, reduce manufacturing cost, risk sharing, improve production capacity, enhance the core competence of enterprises. The development of military enterprises can not be separated from the cooperation and support of the outsourcing suppliers, the quality of products delivered by the supplier, the progress and service, which directly affects the whole operation process of the enterprise.The research shows that, FH company’s products supplier technical management,production capacity is not stable, quality management ability is weak and so many problems,accidents caused by quality problems, outsourcing products customer complaints and claims of incident field. These problems through statistical analysis, due to the poor quality of outsourcing product delivery, product development in the process of outsourcing in the neglect of quality risk management, has caused to military enterprises caused a great economic loss and reputation, it is necessary to take effective measures to improve the situation as soon as possible.According to the existing FH company outsourcing of military products, the use of matrix method, brainstorming, Delphy Fa identified outsourcing quality management risk,quality risk in outsourcing process planning and implementation stages. According to the actual situation of outsourcing quality management of FH company, separately from the outsourcing contract, vendor selection, and product related technical status determination,quality management, production process control, construction process quality outsourcing risk control mechanism and outsourcing performance evaluation system. Finally, taking FH company of military aircraft type low pressure turbine rotor outsourcing process as an example, application of vendor selection, technical agreement and development process ofbatch production process, to review, special process and key process, the first pieces of identification, product acceptance, quality supervision, audit and supplier evaluation, risk prevention and control measures, the outsourcing management the quality of the risk control mechanism of improved effect. This study found that, on the one hand, to lay the foundation for improving the quality of outsourcing product delivery system, consider and solve actual problems in the process of risk management of outsourcing products of military enterprises;on the other hand, the establishment of a scientific quality outsourcing outsourcing risk control mechanism, covering planning, supplier inspection, supplier audit, supplier evaluation so, to enhance military outsourcing management efficiency, achieve the level of overall quality management outsourcing process. |
