Research On The Performance Evaluation And Improving Countermeasures Of Regional Innovation System In Liaoning Province

With economic and S&T globalization accelerates economic and technological competition around the world,a nation's innovation ability and efficiency has increasingly become the decisive factors and direct source of the international competitiveness,the comprehensive national strength and the sustainable development ability of a country's economy.Scientifically constructing innovation performance evaluation index of RIS and using the scientific method to evaluate objectively the innovation performance of RIS contributes to finding underlying problems existing in the regional innovation system and making government to formulate scientific and rational policy.Based on innovation system theory and the theory of input and output,this paper redefines the definition of the RIS and the RIS innovation performance and the performance evaluation of regional innovation system,and expounds the content and meaning of the regional innovation system innovation performance in detail.Meanwhile,under the guidance of evaluation index selection principle,this paper combines with the situation to build the regional innovation system innovation performance evaluation index system,and uses the two-stage DEA method to evaluate the empirical analysis of China's 30 area under the Central Government(except Tibet)the 2004-2008 regional innovation system performance.The results showed that the technical efficiency and the economic efficiency of regional innovation system in Liaoning province are at a relatively low level.The reasons resulting in this result are mainly manifested in lower innovation resource utilization efficiency;innovative environment needs to improve;Production,learning and research lack of overall coordination;Transformation of scientific and technological achievements in Colleges and universities and research institutions is difficult.For these reasons,this paper puts forward the following policy suggestions:deepening the reform of the science and technology system in order to raise the use efficiency of resources of science and technology;optimizing the regional soft environment for innovation in order to improve the innovation performance of regional innovation system in Liaoning;constructing platform for transformation of scientific and technological achievements,in order to promote the industrialization of scientific and technological achievements;changing train of thought in order to promote colleges and universities and research institutions of science and technology achievements transformation.
