Regional Innovation Capability Evaluation

With the economic globalization and informationlization accelerating continuously, the innovation is playing an increasingly important role in the economic development process. As the driving force behind economic development, regional innovation is not only the basis of improving the capability of independent innovation but also an important way for improving regional economy and social development. Analysis of innovation capacity and innovation performance, and their internal driving force can help us recognize the weaknesses and shortcomings of the innovation system. And it is also an important theoretical and practical significance for building and perfecting the system, rational distribution of regional innovation resources, promoting the coordinated development of the system and increasing the regional innovation capatity.In face of the related theoretical capacity of innovation capability, and based on both home and aborad analysis of existing research results and comments, this paper proposed the intelligent evaluation method of the reginal innovation capability based on support vector data description in face of the nonlinear, coupling and time variability that appeared in current evaluation method. This method firstly made standardization of the sample data, and uses factor analysis methods on data dimensionality reduction, and then use SVDD model for the innovation capability evaluation. In face of the evaluation results, this paper re-used the data envelopment analysis methed for analyzing the validity of the reginal innovation performance. And then put forward advices that can improve the performance of these non-DEA valid regions by using projection analysis. This paper has given the concrete steps of above-mentioned methods, and the empirical research has also achieved very satisfactory results.
