Study On Compensation Policy For Resettlement And Resettlement In Shantou District Of Yinchuan City

However, the policies have ignored problems such as unbalanced economic development, geographical position difference and different population composition, etc. existing in three districts (Xingqing District, Jinfeng District, Xixia District) under the jurisdiction of Yinchuan, resulting in the appearance of unfairness and other problems when resettlement compensation policies uniformly formulated for ensuring fairness are carried out combining with actual situation. At the same time, due to the lack of policy implementation strength, procedural norms, supervision and other aspects, implementation process of policies is very difficult.The research idea of this paper is based on combining with the basic information of shantytowns transformation in Yinchuan, through case analysis and comparative analysis methods, combining with the development of shantytowns in our country, the paper makes detailed introduction and systematic analysis of shantytowns transformation in Yinchuan and resettlement compensation policies implemented, it explores problems existing in shantytowns transformation expropriation resettlement compensation policies in Yinchuan through qualitative analysis method, comparative analysis method and system theory, etc., respectively explains the traits and representations of policies themselves, external environment impact and policy operating three aspects of problems, and puts forward incentives in aspects of regional economic development, publicity, relief and subsidies, interest game, planning and supervision, etc. Finally, according to the inducement factors of problems existing in resettlement compensation policies of shantytowns transformation, combining with the actual situation, the paper puts forward personal solutions for problems appearing in resettlement compensation policies from several aspects such as perfecting relief approach, establishing win-win balancing point, making assessment mechanism and process operation way, etc. The main purpose of the paper is to specifically analyze the status quo and problems of shantytowns transformation in Yinchuan, and interprets the significance of shantytowns transformation in urban development of Yinchuan in theory; through the analysis of problems, put forward countermeasures to solve problems, face up to the importance of shantytowns transformation resettlement compensation policies in shantytowns transformation work of Yinchuan, especially reset the balance between shantytowns transformation project implementation process and resettlement compensation policies in the three districts, so as to strengthen implementation strength; develop and modify resettlement compensation policies closely combined with the development status of city area, while meeting the basic requirements of interested parties, constantly optimize shantytowns transformation effect, so as to improve residents’living conditions and overall city appearance, and promote the overall development of the region, and eventually provide effective countermeasures and theoretical reference basis for improving resettlement compensation policies of shantytowns transformation in Yinchuan.
