With budget management has developed into the era of comprehensive budget management,human's cognition on the function and the role of budget management has also changed.Budget management plays an important role in the operation management of organizations on resources allocating,strategic supporting,activity monitoring and organization performance guarantee.Under the new situation,it is difficult to meet the requirement in the new situation if we just regard budget management as accounting management tool,and study budget management methods from the perspective of finance In the future,based on the existing research results and methods,budget management research should explore the systematic solution to make sure that budget management will become an effective management tool in a modern enterprise to optimize the allocation of resources,strengthen risk control,improve operation quality,provide the business benefit,guide and constrain enterprises economic behavior.Research and development(R&D)budget management has already became more and more difficult,due to the characteristics of research and development,like its exploratory,creative and uncertainty etc.Project is a temporary and one-time effort to provide an unique product,service,or result,with characteristics like purpose,uniqueness,innovative,disposable and conditionality,etc.As a management method to realize the strategic goal of organization,R&D project acts as the core backbone role in enterprise strategy implementation.R&D project budget management is an important tool to support R&D project management.According to its strategic,systematic,dynamic,complexity and other characteristics,the research on R&D project budget management increasingly difficult.Based on the significant that the quality of R&D project budget management of a R&D enterprise has a major influence on the management efficiency and market competitiveness,the theory and practice has attracted attention of both domestic and overs researchers,so that there are a lot of research results,in recent years.As a kind of management pattern,idea and method,Integrated Product Development(the IPD for short),applied by IBM,Boeing,Huawei company in Shenzhen China,is proved to be an efficient product development management model for business success.This article aims to solve the demand of DT Company to improve its operating management and budget management efficiency.In different perspective,this article raises the IPD management mode,idea and method,to realize the possibility of the budget management functions through its resource allocation management,strategic support planning,participation and introduction and self-control ability to ascend,the direction of the operating methods and successful performance.By the influence of Liang Laixin,who introduced R&D budget management into technology of case-based reasoning(CBR),this thesis seeks solutions to relevant problems,and hopes verifying the feasibility of the scheme for the implementation of comprehensive budget management functions through the analysis the of the current situation in budget management of DT company R&D of network management project,main problems and their cause,using IPD management pattern,the ideas and methods.This paper dose not lost in the details of the budget problems,it uses case-based reasoning(CBR)technology,to systematically summarize the development of the R&D project budget management system and research results,drawing lessons from the IPD management pattern,ideas and methods,researches R&D project budget management ideas and operation method in perspective of macroscopic.The research method is different from ever,the engineering operation method also has the reference value for other similar enterprises to carry out R&D project budget management.
