China Postal Savings Bank is the reform of the postal savings system in thebasis of the formation of large-scale retail commercial banks, fully funded andorganized by the China Post Group Corporation, the implementation of the totalbranch system management mode. China Postal Savings Bank branch in LiaoningProvince is one of36provincial branches of China Postal Savings Bank,wasawarded in December2007financial license, formally established. Currently, thenumber of outlets in second place our province’s financial institutions. Strengthen thebranch construction project management is project management of commercialbanks the most important task, budget management is the core project management.From the current situation in Liaoning Postal Savings Bank branch analysis tostart building from the organizational system, the budget target system, budgetingand budget execution processes and analyzes four aspects of branch constructionbudget management system existing problems,and from the system and managementawareness other aspects of the analysis of the causes of problems. The main reasonfor the problems that led to difficulties in regional standardization projectmanagement, management capacity to keep up with the rapid pace of development,excessive emphasis on vertical management allows branch operators lack ofindependence and autonomy, the concept behind the pursuit led to a lack ofmotivation to improve the business.In upholding the principles of cost-effectiveness and operational principles ofthe premise,science,overall guidance of a specific design principles and ideaselaborated project overall budget management system, and explains the budgetprocess and management modules from two dimensions to build the project budget management system design. A sound budget management system, including theauthority of the department budget organizations and feasible budget guidelines forthe formation of a reasonable budget, budget control and adjustment reasonable andtimely budget reporting system. The basic budget management module covers theorganizational system, goal setting, preparation, implementation, measurement,analysis, feedback, adjustment, evaluation, management and technical support to tenmodules. Give full play to the role of the budget management system need tocooperate with the interface between processes and modules. To further optimize thebranch construction projects overall budget,we consider the introduction of dynamicproject breakeven analysis, and promote "earned value" based project managementsystem.In order to ensure the smooth implementation of construction projects outletscomprehensive budget management system, the paper considers the establishmentof, balanced scorecard performance evaluation mechanism as control supportsystem. Participation by fostering employee awareness, improve organization, strictproject audit processes, and improve budget management security system. Finally,the effect of improving budget management system, from the perspective of the fiveelements, examines the role of branch construction project to promote acomprehensive budget management system of internal control. Promoting theproject from the overall budget management control environment, risk assessment,control activities, information and communication, internal supervision in five areasto help improve the internal control system, and strengthen the effectiveness of thegovernance structure of the bank.
