At present,there are many problems such as low energy efficiency and serious environmental pollution in China.These problems have been paid more attention by the government and paid close attention to by the academic circles.As the main industry of energy consumption,industry plays a significant role in China’s economic growth and energy consumption.In this paper,in order to analyze the "11th Five-Year","12th Five-Year" during the Chinese of industrial energy efficiency,considering the environmental factors affecting the industry,using the method of window DEA,estimates of China’s 30 provincial administrative units from 2006 to 2014 9 years of industrial energy efficiency,the overall situation of industrial energy efficiency and the provinces the situation was analyzed and discussed.In this paper,the research object is selected as the industry,the main reason is that the energy consumption of the industrial sector accounts for about 70% of the country’s total energy consumption.At this stage,both from the technical energy conservation,or the structure of energy saving point of view,the industrial sector is China’s energy-saving emission reduction,improve the overall energy efficiency of the key sectors.The main contents of this paper are as follows: firstly,analysis of the status quo of energy efficiency at home and abroad,get into energy efficiency evaluation of regional industry output index;secondly,using the method of analysis window DEA,measured from 30 provinces in China from 2006 to 2014,the industrial energy efficiency;then,the window DEA method to calculate the industrial energy efficiency window structure efficiency scores as a triangular fuzzy number.According to the priority formula of triangular fuzzy number,ranking of the provinces;finally,according to the data processing result,each of the provinces have developed energy and environmental policy,put forward suggestions on.The main innovations of this paper are: first,using the method of energy efficiency evaluation considering undesirable outputs,to measure the energy efficiency of provincial industrial China,it extended on consideration of environmental factors in the content of research on energy efficiency in industry.Second,select the data from 2006 to 2014,through the window analysis method to measure China’s industrial energy efficiency,which extends the field of industrial energy efficiency evaluation does not consider the impact of time.Third,the results window,the window to construct the efficiency scores of triangular fuzzy number,it is never tried before,related research enriches DEA and multi attribute decision making method with frame.Fourth,in the research perspective,on the "11th Five-Year","12th Five-Year" period of industrial energy efficiency ranking,energy efficiency changes by two time periods,for the government to formulate policies to provide more reliable and effective suggestions.
