The Research On Construction Of Science And Technology Innovation System Of Strategic Emerging Industry Base

Fostering strategic emerging industrial base is an important aspect of promoting the strategic development of new industries.Ministry of science and technology proposes to support the development of strategic emerging industries from many ways.One of the measures is to create a number of strategic emerging industry bases with international competitiveness.Fostering strategic emerging industrial base is an important way to promote a crossing-developing chance for regional economy.Under the strong support of national policy,strategic emerging industrial base faces great development opportunities,whose technological innovation is the basis for its survival and development,and it also directly relates to the implementation of national innovation strategy.On the basis of elaborating characteristics and mechanism of scientific and technological innovation,this thesis analyzes the causes and problems existed in present strategic emerging industrial base.And it also comes up with relative policy suggestions for the incentive policy design in the process of technological innovation,the selections of innovative strategies in production-study-research intersubjectivity and talent development strategies implemented game analysis.Technological innovative system structure in strategic emerging industrial base in this thesis has been shown and analyzed,which consists of three layers— decision-making management layer,support platform layer and innovative body layer.Based on this,the thesis proposes the promoting strategy of technological innovation by well-planning development and setting up organizations,building public innovation service platform,promoting the interaction of production-study-research interactions,constructing base culture good for technological innovation and expanding base production market actively.The constructing principles of public innovation service platform in strategic emerging industrial base are analyzed,and public innovation service platforms are constructed,which consists of three sub-platforms: public R & D platform,the industrialization platform,public service platform.A network service platform based on cloud computing technology is set up.It focuses on the cloud computing technology based on production-study-research collaborative process.This thesis also analyzes the scientific and technological innovation system of Zhongguancun Science Parkelectronic information industry base,whose successful experience proves the relevant policy recommendations are reasonable and feasible.
