| With the rapid development of science and technology globalization,the innovation of strategic emerging industry has become the main driving force for the high-quality development of China’s economy,and its innovative development is the key to China’s progress towards an innovative country.In the ‘14th Five-Year Plan and the long-term goals of 2035’,it is clearly pointed out that accelerating the innovation and development of strategic emerging industry and increasing the key core technology research are the key to whether strategic emerging industry can break through the technical bottleneck and achieve leapfrog pursuit.With the escalating trade friction between China and the US,coupled with the huge impact of COVID-19 on the global industry,how to quickly integrate innovation resources and realize the collaborative innovation of each innovation participant in the innovation system is the focus of development.As the core carrier of optimizing the allocation of innovative resources,innovation platforms are an inevitable choice for the country to achieve technological catch-up,enhance industrial innovation capability and promote industrial development.The development of industrial innovation based on innovation platforms can promote the collaborative research of key core technologies in strategic emerging industry and promote the integration and innovation of the upper,middle and lower reaches of the industrial chain,which is of great significance to accelerate the realization of independent innovation strategy in China.Firstly,this paper systematically analyzes the connotation,characteristics and needs of the innovation and development of strategic emerging industry,and explores the structure and function of the innovation platform based on the complex network theory.Based on the comprehensive advantage theory,this paper analyzes the network characteristics of innovation platforms at different stages of the innovation and development of strategic emerging industry,and how the platforms support the innovation and development of industry,and further reveals the innovation and development trend of strategic emerging industry.This paper designs the innovation and development mechanism of strategic emerging industry based on innovation platform: the science and technology plan guidance mechanism of strategic emerging industry based on innovation platforms,the collaborative innovation mechanism of strategic emerging industry based on innovation platforms,and the innovation regulation mechanism of strategic emerging industry based on innovation platforms.According to the specific content of innovation development mechanism,from the perspective of industrial innovation ecosystem,this paper puts forward the guarantee strategy of mechanism.Finally,the biopharmaceutical industry in Heilongjiang Province is taken as a case.By analyzing the current situation of biopharmaceutical industry innovation and development in Heilongjiang Province,the innovation and development mechanism of biopharmaceutical industry in Heilongjiang Province based on innovation platform is designed,and put forward the guarantee strategy.This study enriches the theoretical research content of the innovation and development of strategic emerging industry,and provides theoretical guidance and practical value for the sustainable development of strategic emerging industry. |
