| With the deepening of global economic integration, international trade has been developed rapidly, which promotes the growing of port cargo throughput. The increasing of the Port cargo through put year by year puts forward new requirements and challenges for the port through capacity. Port operation capacity is a significant indicator to evaluate ports’ production and development level, its size is up to the capacity of berth, handling, storage and distribution subsystem. Port operation capacity can reflect the actual cargo volume during a period. Under the limited port resources,the study on operation capacity helps to reduce the pressure bought by the increasing cargo throughput.The paper based on existing results at home and abroad, discusses the basic theory of port through capacity, including the basic concepts and classification, the port through capacity of port through capacity system structure model and the main factors influencing the port through capacity. Then, analyze the current status of Tianjin port E Terminal and the situation of the market, conclude the main problems. Use AHP-fuzzy comprehensive evaluation model to comprehensively evaluate the operation capacity of Tianjin port E bulk cargo terminal, then determine that the grade of the comprehensive evaluation result is "medium" and the main factors affecting the comprehensive evaluation result are the infrastructure work ability and the social environment. At last,considering the practical situation of Tianjin port E bulk cargo terminal, the paper put forward to formulate scientific terminal planning to fit the social environment, and based on the aspects of ascending berth capacity, loading and unloading equipment handling ability, the library field storage capacity and transportation capacity, put forward the countermeasures on promoting the port operation capacity. In addition, the terminal service level and low carbon green development level is one of the important factors which affect port competitiveness in the future. The promotion of port service levels and low carbon green development level can help to improve the competitiveness of the terminal, and then increase the actual cargo throughput. |
