Research On The Development Of ICT Industry And Its Impact On National Economy

In today’s world,the ICT industry is not only the core of scientific and technology innovation,but also an indispensable force to promote the development of global economy.Governments in different countries have introduced a series of policies to promote the development of ICT industry.The central economic work conference in 2014 pointed out that we should focus on promoting the development of information industry.The thirteenth five-year plan in 2015 also mentioned information,communication,network,Internet for many times.It can be seen that ICT’s basic,strategic and leading position in the national economy has become increasingly prominent.It plays an indispensable role in expanding domestic demand,optimizing the industrial structure and promoting economic growth.Government pays more and more attention to ICT industry,which may bring new opportunities to the development of ICT industry.Therefore,it is of great significance to study the development of ICT industry and its influence on national economy.Firstly,based on the industrial classification system of North American,United Nations,OECD and information related regulations of our country,we give the definition of ICT industry,to divide it into ICT manufacturing and ICT services,and confirm the specific sectors involved.Then we review the development course of ICT industry in China,describe the current development situation of ICT and new opportunities the industry will face in the Internet era.Secondly,based on the Cobb-Douglas production function and Solow residual,using data of ICT industry from 2003-2014,we establish an econometric model,taking inputs of capital and labor as independent variables,output of ICT industry as dependent variable,to draw the elastic coefficient of capital and labor.Furthermore we estimate the technological progress contribution rate of ICT industry.Thirdly,we analyze the contribution of ICT industry to the national economy.It is divided into two parts,one is the direct contribution of ICT industry to GDP,employment and international trade and of ICT manufacturing,ICT services to the second,third industry.Another is the indirect contribution of ICT to national economy by using the method of input-output analysis.Based on the input-output data of ICT industry other 17 departments from 2000 to 2010,we analyze the associated effect between ICT industry and other industries and the ripple effect of ICT industry to the national economy.Finally,based on the results of the study and the new situation of ICT development,the paper gives policy recommendations to promote the development of ICT industry.
