Abstract/Summary:
In order to solve the problem that the existing disaster relief cost is still high, disaster relief efficiency is low, most of the key reserves index of the four levels of the emergency reserve system is still dependent on the experience value of relevant managerial personnel and other issues, this paper proposed a multi-reserve collaborative storage site selection decision model. This model discusses the synergistic reserve strategy of single kind of material in multi-reserve points in the case of one kind of disaster. It combines the merits of several traditional location models such as P-Median model, P-centric model and overlay model to reserve transportation cost Minimizing the total weighting distance from the point of material reserve to the disaster site as the means to optimize the reserve structure and reduce the cost of storage and transportation. At the same time, the paper also integrates the correlation coefficient of population,economic situation and disaster probability of the affected area into the model to improve the rationality of the model.On this basis, an improved model of regional collaborative reserve location decision-making under restricted conditions is established for various practical problems, such as the variety of reserve materials, the time limit of the relief work and the limitation of transportation capacity.The model extends the scope of research from single material to multi -material, comprehensively considers the synergy of reserve materials,reserves synergies and disaster prevention strategies, and increases the cost of delay penalties and the limitation of transportation capacity of reserve materials in the model.Aiming at the two models in the paper, we use the Cplex software to validated them. The results show that the model of regional co-location decision-making can reduce the storage and transportation cost, improve the efficiency of disaster relief and optimize the efficiency of decision-making. The purpose of site selection can effectively solve the existing problems in disaster relief reserves.
