Investigation On The Situation Of Cattle And Sheep Slaughter In Henan Province

Henan Province is a large province of animal husbandry,and meanwhile,it is the traditional beef cattle and mutton sheep producing areas.The current number of beef cattle slaughter ranked first in the country,and beef production ranked first in the country.In recent years,with the development of economy and the improvement of people's living standards,residents' need for beef and mutton is growing,and beef and mutton consumption is increasing.Beef and mutton occupies more proportion in the total meat output,which slowly changes the pork-based consumption structure in the past.Cattle and sheep slaughter links cattle-sheep breeding and beef-mutton consumption.So doing well the work of cattle and sheep slaughter plays an important role in optimizing the structure of animal husbandry industry,increasing the income of farmers and herdsmen,ensuring food safety,protecting public health,and promoting the harmonious and stable development of society.Considering that our country has not promulgated a special law and regulations on the cattle and sheep slaughter,and our province has not introduced any supervision and management measures on it,cattle and sheep slaughter and its supervision currently are still in the blind area of law enforcement work in the animal health supervision and management department,and there are still lots of problems.In order to improve the development level of cattle and sheep industry,and strengthen the cattle and sheep supervision in Henan province so that we can protect people's food safety and public health,I do following things.I did sample investigation and analysis of cattle and sheep breeding and slaughter of eighteen cities in Henan province from August 2016 to March 2017.I went to the local bureau of animal husbandry and animal health supervision department to learn about the carrying-on degree and law enforcement work of the cattle and sheep slaughter supervision and management.And by face to face talking with related staff,I acquired the first-hand material of cattle and sheep slaughter and supervision of Henan province.Through the field investigation,I found currently our province has a lot of slaughter individuals and family slaughterhouses.And their cattle and sheep slaughter has some problems,such as,small scale and low economic benefit of slaughterhouse;casual choice ofslaughterhouse site;imperfect slaughter facilities;non-standard quality inspection of beef and mutton;low quality of slaughter technical personnel;unscientific processing of slaughter waste;inadequate law and regulations;and poor slaughter supervision,etc..These problems are not good for ensuring the quality and safety of beef and mutton.Through field research to do comprehensive analysis,research and discussion on the status of cattle and sheep slaughter in Henan Province,and through the study of the People's Republic of China Law on Animal Epidemic Prevention,Food Safety Law and other relevant laws and regulations,Pig Slaughter Regulations,Measures on the Administration of Animal Quarantine,and meanwhile,by learning from the advanced practices of cattle and sheep slaughter and supervision in developed countries,I put forward some countermeasures and suggestions to improve our province's development level of cattle and sheep slaughter industry and regulate our province's cattle and sheep slaughter supervision.They are strengthening the management of slaughter individuals and family slaughterhouses by establishing a system of “professional slaughterers” and strengthening training for them;strengthening the management of cattle and sheep slaughter;increasing fiscal input;promoting the development of cattle and sheep slaughtering industry;strengthening system construction of cattle and sheep slaughter;improving supervision system of cattle and sheep slaughter and guiding social participation to promote the healthy development of cattle and sheep slaughter industry;strengthening the supervision of beef and mutton consumer market,etc.
