In a highly competitive market of today,performance appraisal,which has been paid more and more attention by enterprises,has become one important means for enterprises to obtain competitive advantages and to maintain their sustainable development.Henan Unicom Corporation first proposed in 2005 the method of "to Award on Performance",then began pursuing KPI assessment in the municipal branches,and has preliminarily built corresponding performance appraisal system.However,the expected role of the corporation’s performance appraisal has been constrained by such existing defects as unitary subject,unreasonable indicators designed for performance appraisal,limitedness on incentive effect,lack of channels for employee’s complaints and absence of feedback and communication,etc.At the same time the imperfection of the performance appraisal system also remains,to some degree,the reason for the failure in accomplishing the strategic goals of the corporation.Theoretically based on the methods of performance appraisal,this paper attempts to make an optimized design on the performance appraisal system of Henan Unicom Corporation,referring to some successful cases about performance appraisal from home and abroad.First of all,through an analysis of the present performance appraisal system in the corporation,the paper describes some typical phenomena existing in aspects of assessment mechanism,evaluation system and incentive system and reveals the current problems in the corporation’s performance appraisal system.And a questionnaire on the performance appraisal has been designed in order for readers to fully collect and understand these problems including the possible causes.Secondly,after investigating the feedback information and data processing,the paper classifies and analyses the problems in the corporation’s performance appraisal and studies the possible causes leading to them.And moreover,an optimized design is made aiming at those problems.Thirdly,on establishing the optimized design and centering on the future development blueprint and strategic goals of the corporation,the paper,from four dimensions,tries to set performance indicators on a corporation level,optimizes these performance indicators and their weights and provides three optimized plans catering to three objects of performance appraisal,which are respectively the municipal branches,the departments and the employees,according to the concept of the Balanced Scorecard.Finally,the paper proposes the implementation strategies of the optimized performance appraisal system in the corporation.The features and innovations in this paper mainly lie in three aspects.The first is that the paper gives a comprehensive analysis of the problems in the current performance appraisal system of the corporation before exposing their causes.The second is the design of three assessment plans respectively for the municipal branches,the departments and the employees.The third is the proposal of the performance appraisal system combining KPI with the Balanced Scorecard,together with its implementation strategies.It is expected that the results of this study can not only provide an effective system of performance appraisal by the optimized design,but also facilitate more workable pathways of analysis and implementation strategies for other enterprises inside the industry when improving their systems of performance appraisal.
