Poverty is a common phenomenon in the world.In China,poverty has been highly valued by government and economics researchers.How to achieve the goal of "take targeted measures to help people lift themselves out of poverty",eliminate poverty,improve people's living standards,build a harmonious society,is an important subject of current economic research.Poverty-stricken people in China are mainly distributed in rural areas.Therefore,it is very important to solve rural people's problem of poverty,make them emerge from poverty and never to be poor again.This paper argues that the inclusion of all farmers,including poor households,in the credit rating system is a breakthrough in solving the problem of poverty in China.In recent years,the state has further accelerated the pace of poverty alleviation and development,while achieving the goal of " take targeted measures to help people lift themselves out of poverty " at the same time,the financial poverty alleviation as an important means to promote rural poverty alleviation and development,however,farmers,especially poor farmers loan problem is still prominent,On the poor farmers affected the process of poverty alleviation.The main reason for the difficulty of farmer loans is the lack of scientific and sound farmer credit rating system at this stage.Studying and solving this problem will not only help to help the government work in poverty alleviation,improve the living standard of peasants,but also have some reference value for realizing poverty alleviation and helping to get rid of poverty.This paper expounds the dilemma of poverty governance in China,and thinks that rural finance has a strong effect on helping farmers to eliminate poverty by being popularized and driven by "hematopoietic" development.Based on the analysis of the theory of poverty and poverty management in the past,based on the study of the theory and current situation of personal credit rating and the existing evaluation index,this paper puts forward that the establishment of farmer credit rating system as a means to help farmers out of poverty,especially to prevent them from returning to poverty The After analyzing the current popular credit evaluation methods,the binary logistic regression model and the analytic hierarchy process(AHP)were selected.Based on the questionnaire data of China Household Finance Survey(CHFS)in 2011,the relevant factors were analyzed,and ultimately built,including family characteristics,operating conditions,including4-level indicators and including age,the number of jobs,the total amount of private loans,personal credit records,including 18 secondary indicators,including Farmers' credit rating index system.After the above research,it is considered that it is feasible to include all the farmers,including the poor households,in the credit rating system.The specific empirical data show that the credit situation of the farmers aged 30 to 50 is relatively good.The longer the time,said the more diligent,income is also relatively higher theoretical,the possibility of default is relatively lower;default rateincreases with the increase in the amount of loans,a single loan will exceed a certain amount will greatly reduce the farmers Credit score;personal credit records can effectively reflect the credit status of farmers.On this basis,the text put forward a number of measures including increasing the intensity and popularity of education and technical training,popularizing small loans,encouraging private entrepreneurship and projects,raising the awareness of poor households themselves out of poverty,popularizing credit cards and establishing a good credit environment.It is suggested that these recommendations will have a positive effect on helping farmers out of poverty.
