The cost of the industry project is affected by the internal and external risks which could be increased the cost in so high that the project couldn't completed as the time schedule. For instance the project postponed by the adjustment of the city planning; the project suspend by the increased cost such as credit rate, unit price of the material and the raised price of the labor; The issue for the project caused by the general contractor such as shortage of the technical experience and unqualified material which could be leading the cost raised in high level and project schedule delayed, even the whole project postpone. The evaluation of the risk system will be benefit the owner to avoid the further risk and get the reasonable cost of the project.The solution for the analysis will be based on following three points: 1.The project risk should be analyzed based on the purpose of the owner; 2. The consideration should be going though the environment of the economy and micro-operation for the adjustment for the policy; 3.The risk caused by the participants of the project should be considered .The initial quota will be summarized by the documents reading. The methodology such as Delphi method will be help us analysis and adjustment for the initial quota. The mentioned quota will defined in classified sub-quota in further. The weight coefficient for the mentioned quota of the risks will be fixed by the consulting expert and AHP.Based on the research result,the final related target measure against the risk will be discussed for the mentioned classified risks. The result of the research will be applied and checked by the reality project finally, the suitable measure against the risks will be defined further.
