With the rapid development of the global economy, manufacturing enterprises are facing increasingly fierce competition in the domestic and international. However, regardless of changes in the external environment, Enterprise development goals are the ultimate goal economic efficiency. Under the influence of the financial crisis, raw materials and labor and other costs continue to rise, The cost control of enterprises are also shrinking space, Competition between manufacturers has been transformed into competitive cost. The key manufacturing enterprises development is to gain a competitive advantage at low cost, Manufacture low-cost strategy has gradually become the company's core strategy. Currently, some manufacturers ignore the role of junior staff in cost control, as the direct product of the creator, the working status of level employees has a direct impact the quality of products, waste materials and the production efficiency. Enterprises should pay attention to junior staff and motivate them, in order to improve their motivation and purpose of reducing business costs.Firstly, the relationship between incentives and cost control manufacturing enterprise level employees were analyzed, clarifies the important role of junior staff in the cost control activities. On this basis, analyzes the status of the status quo and the cost of manufacturing companies controlled motivation level employees, has laid a theoretical foundation to build an incentive system for level employees of manufacturing enterprise. Secondly, the motivation to control costs and demand for junior staff to carry out a systematic analysis, and described the conduction effect generated in the junior staff incentive to control costs process. Through surveying junior staff needs by the questionnaire, summarized the impact on grassroots enthusiasm of staff incentives, based on the cost control, built incentive system for the demand junior staff, including incentive pay, environmental incentives, work incentives and encourage the growth of four aspects. On this basis, constructed a grassroots-based incentive effect system cost control staff evaluation, evaluated incentive effect level employees by AHP and fuzzy comprehensive evaluation. Finally, put forward suggestions of security level employee incentives to implement the system, to promote grassroots manufacturing companies can effectively motivate employee, fully stimulate the conscious level employees motivation to control costs,making manufacturing enterprises can gain competitive advantage.
